Mangseth executed a high risk search warrant. Officers were immediately met with gunfire. Some the rounds struck the ballistic shield held by Officer Huddle, as well as Officer Huddle himself. The suspect ultimately took his own life. Officers Huddle and Dokken received our department’s Medal of Honor. Sgt. Mangseth received a Commendation Award Officer Dokken also received MN Chief’s of Police Meritorious Service Award. Officer Huddle was awarded a Medal of Honor by the MN Chief’s and honorable mention for Peace Officer of the Year by MN Police & Peace Officers Association. Officer Huddles was also recognized as the SOTA SWAT Officer of the Year. Sgt. REQUEST FOR COUNCIL ACTION Families, Fields and Fair __________________________ Meeting Date February 10, 2010 Agenda Item Consent F3 Attachment Recreation Agreement with the City of Lauderdale Submitted By Lisa Abernathy, Recreation Supervisor The City That Soars! Item Recreation Services Agreement with the City of Lauderdale Description Attached is a copy of a Recreation Agreement between the City of Falcon Heights and the City of Lauderdale. The City of Lauderdale currently does not offer recreation programs. Therefore, they have requested that Falcon Heights Parks and Recreation offer programs to their residents. This agreement allows Falcon Heights Park and Recreation to use Lauderdale’s facilities and parks for programs. Falcon Heights Parks and Recreation and the City of Lauderdale have worked together since 2009 to provide recreation services to Lauderdale residents. This agreement is updated each year because of program changes and offerings. Budget Impact This agreement increases the city’s recreation budget revenue by providing programming to Lauderdale residents. Item 2010 Falcon Flyer and Newsletter Delivery Discussion Description In past years, the city has produced two written communication pieces – the monthly Falcon Flyer and a newsletter (usually three per year). The Falcon Flyer was delivered to residences free of charge by the Ramsey County sentence-to-serve program, and the newsletter was mailed directly to households. In 2009, the newsletter postage and printing budget was eliminated due to budget constraints, but it was still produced and posted on our website. This year we have been informed that the sentence-to-serve (STS) program would begin charging $400 per day to deliver the flyer door-to-door. Neither of these items have printing and postage money allocated in the 2010 budget. However, we know that the readership of our online version of these documents is far less than when we mail or deliver them directly to households. Staff has been discussing various options and is seeking council input on how to proceed. Option 1 – Online only publication This method would cost virtually nothing (except staff time involved in the preparation of the products), but information included would not be as widespread. We would also print a minimal number of newsletters and flyers to be on-hand at city hall and for limited distribution as requested. Option 2 – Mail option Mailing and printing a monthly Falcon Flyer would cost roughly $720 per month. Each newsletter that is printed and mailed costs $1500. If twelve flyers and three newsletters were done in this manner, the annual costs would be $13,140. Option 3 – Combination There are some months where the Flyer could be skipped, but there are others (such as when we distribute the recycling calendar or promote State Fair parking reminders) that staff sees as too important to pass up. Additionally, staff is is preparing to include in the annual recreation brochure (which is still budgeted and mailed to residents) a newsletter for the spring/summer months. This doesn’t necessarily increase the costs by too much, and some of the costs can be distributed to the recreation special revenue fund. The city has a total of $2,350 budgeted for 2010 newsletters and $3,915 for postage. This postage allotment is also needed to pay for our general usage, such as routine mail and other notices that are mailed throughout the year.
