Item CERT Grant Application Description For several years, the City of Falcon Heights has funded our Community Emergency Response Team (CERT) efforts through grants provided by the State of Minnesota. These grants have paid for ongoing training of existing CERTs, training for new CERT classes, and emergency management equipment and supplies. Last month staff was notified that the next round of grant funding for the 2009 Citizen Corps grant program is due by April 30th. Staff has been working with CERT representatives to submit a plan for this round of funding. While details of the grant application are being worked out, it is likely that the request will include money for conducting a new CERT class, provide for ongoing CERT training, and purchasing supplies for CERT members. Since 2007, the City of Falcon Heights has received over $18,000 in grant funding for our CERT activities. These grants have been used for: 2005 grant – ended 12/2007 CERT class, overtime for police and firefighters to participate in emergency exercises) $5,804 2006 grant – ended 3/2009 CERT class, tabletop exercise, equipment purchases $3,395 2007 grant -ended 3/2010 Refresher courses for CERT members $1,564 2008 grant -through 3/2011 Program coordinator, CERT class and tabletop $5,990 2009 grant -deadline 4/30/10 (to be used in 2012) CERT class, exercises, equipment TBD 2010 grant -through 2013 Tabletop and functional exercises $1,470 Budget Impact If awarded, this money will fully fund CERT exercises in the year 2012. Item Larpenteur Streetscape Plans and Specifications Description For the past two years, the city council has been reviewing plans for improving the streetscape environment along the Larpenteur Avenue corridor. An advisory committee was formed and held several meetings which allowed them to gather community input and to provide the council and project staff feedback on the best design components. The landscape architects hired by the city to design this project, SRF Consulting Group, have prepared the attached plans and are ready to publish them for companies to bid on. If approved, the proposed project schedule would proceed as follows: Authorize plans and specifications: April 28 Bid deadline May 27 Council award contract June 23 Construction Summer/Fall 2010 Budget Impact The construction estimate for this project is $660,315. The project is almost entirely Tax Increment Financing (TIF) eligible and money from existing TIF districts will be used to pay for the improvements. Item Carbon Footprint Baseline Analysis Phase II Description Last year the environment commission worked with Michael Orange, through the Minnesota Pollution Control Agency’s ReTAP program, to conduct a carbon footprint baseline analysis for the entire city. This report, which was prepared at no cost to the city, looked at three years worth of data and gave a calculation of the carbon footprint of the entire city (not just city operations). A few months later, the city was selected as a GreenStep Cities pilot city. As one of five metropolitan cities selected, we have been able to help the MPCA formulate the GreenStep Cities program before it is rolled out this summer. During the pilot process, the cities have been invited to conduct a similar carbon footprint footprint analysis using our report as the model. The same consultant would be collecting and analyzing the data for an additional two years. The cost to Falcon Heights is dramatically reduced when compared to the other pilot cities since most of our initial setup work has already been completed. Budget Impact The cost to expand this project for an additional two years is $2,400. $600 of this would be a fee to join the International Council on Local Environmental Initiatives (ICLEI) since their tool will be the instrument used to conduct the analysis. These cities and their leaders have a reputation for environmental progressivity and a strong desire to continue to improve. An important next step is to measure actual performance and this is exactly where the Pilot within a Pilot GreenStep Cities Project (Project) steps up too. Goals of the Project: The goals of the Project are threefold: The five Pilot Cities will estimate the energy value and greenhouse gas (GHG) emissions associated with citywide energy consumption by people who live, work, learn, travel, and play within each city’s geographical boundaries. The analysis will cover two prior years (2008 and 2009) and then continue measuring for at least two years going forward (2010 and 2011). Analysis of the experiences of the five Pilot Cities will determine the feasibility of collecting this data for all GreenStep cities. The data must be transparent and able to be replicated, updated, and compared with other similar baseline assessments. Reasons for the Project: There are several reasons to go to this next level of participation. Most current environmental initiatives fall under the categories of adopting good intentions (plans and guidelines), predicting outcomes (modeling), and implementing strategies (best practices). The Project will involve measuring actual citywide outcomes. This will benefit the Pilot Cities because the resulting analyses will: Deepen the understanding of opportunities to save energy and money, mitigate climate change, and manage risk in the face of future GHG emission regulations and oil insecurity. Assist in promoting public understanding of the cities’ effects on climate change and increasing awareness of activities that can reduce carbon footprints. Inform subsequent analyses, plans, and policy decisions by the cities and others. Pilot within a Pilot – GreenStep Cities Project Page 2 April 1, 2010 Serve as a model for other GreenStep cities. The Project will require measurement of electricity, natural gas, and water consumption and the associated greenhouse gas (GHG) emissions. This is not as easy as it may seem since the metrics, the infrastructure, and all of the support systems were designed to collect revenue for the providers, not to measure cumulative usage. It will take the full cooperation of local and private utilities, as well as the cities and their staffs to assist the consultant team. The analysis should also include the GHG emissions associated with transportation (including vehicles, rail, and each city’s proportional share of airportrelated emissions), solid waste management, and stormwater management. These metrics are even more difficult and will require cooperation of the state Department of Transportation, the Metropolitan Council, the Metropolitan Airports Commission, the railroads, and the various waste managers serving the cities. SCOPE OF WORK Participating cities will need to pay a fee to cover the cost of the consultant team. This fee will cover the following: Establish the feasibility of this approach. Collect the last two years of data for benchmarking. Establish a process for collecting data for the next two years. Evaluate the specific best management practices (BMP) selected by each city and correlate them to the outcomes being measured. Produce a final report that measures each metric individually (i.e. kBTUs, gallons, vehicle miles traveled, etc.) as well as in total dollars and tons of carbon. The report will include data on a per-capita basis as well. If a city elects, the consultant team can assist with the collection and analysis of the energy and GHG emissions associated with city buildings and operations for an additional fee. PROJECT TEAM LHB, Inc., working with J. Michael Orange Environmental Consulting, will conduct the work. Michael is a former city planner for the City of Minneapolis who has conducted similar studies for the cities of Minneapolis and Falcon Heights. LHB, Inc. is the state’s leading firm in sustainable design and energy efficiency. Each city will need to designate a primary staff contact to help with data collection. FEE The fee for this work will vary by city. We propose a fixed fee that will be paid to ULI. LHB will have an agreement with ULI and each city will have an agreement with ULI. In order to produce results that meet the third goal listed above (transparent and able to be replicated, updated, and compared with other similar baseline assessments), it’s important to use the internationally accepted measurement protocol. The organization that has produced this measurement tool, in collaboration with a wide variety of other international organizations including The Climate Institute, is the International Council on Pilot within a Pilot – GreenStep Cities Project Page 3 April 1, 2010 Local Environmental Initiatives (ICLEI). ICLEI makes the tool available (along with many other services) free of charge to its member cities. For each city ICLEI1 costs will range from $600 to $1,200. The chart below indicates each City’s cost (fee to ULI), consultant’s match and total cost or value of the project. This schedule may vary, based upon the number of cities who elect to participate and the ability of the utilities to provide data in a timely manner. An initial payment (50% of the total) will be due to ULI by June 1, 2010 and the final payment will be due at the time of the report, no later than October 1, 2010. Contact Rick Carter with any questions. It is important to note that this is very unique and different than what most cities in the country have done in terms of ?carbon footprinting? to date. Rather than just collecting data for the city’s own impact (i.e. city buildings, fleets, etc.), this study intends to measure the actual impact of most carbon producing activities within the city’s boundaries.
