Item Change of Billing Structure for Sanitary Sewer Charges Description As has been discussed several times over the past few years, the city has been investigating how to transition from a flat fee billing system to a more consumption based system in our sanitary sewer billings. Currently all residential accounts are charged $55.50/quarter no matter how much water is used or disposed of through the sanitary sewer system. After receiving input from the council on this issue earlier this year, staff is proposing a flat fee of $25/quarter for all households (to pay for fixed costs associated with the system) and a variable rate based on the number of units of water used in the winter quarter (November-January). Using this quarter practically ensures that all water being used is being returned to the sanitary sewer system and not on lawns, irrigation, etc. This rate system was developed so that the total amount of revenues generated would be approximately the same as in the current year, but those who are using the system more (generating more wastewater through the system) pay their fair share. In this scenario, a median household (in terms of water usage) would actually see a decrease in their annual sanitary sewer bill from $222/year to $206/year (a $16 decrease). Using 2009 data, the median household used 15 units of water (one unit = 100 cubic feet of water). Fees for 2011 will be set when the annual budget is approved in December. However, since this is a rather significant change in how sanitary sewer charges are billed, a public hearing has been advertised for October 27th in order for the city council to receive comments before making a final decision on the fee structure change. Budget Impact The proposed fee structure is being set so that roughly the same amount of revenues will be brought into the sanitary sewer fund as the current system. It is highly likely that residents will take these changes to heart and begin further water conservation efforts, which may result in a lower amount of revenues being received in the first few years. REQUEST FOR COUNCIL ACTION Families, Fields and Fair __________________________ Meeting Date October 27, 2010 Agenda Item Public Hearing E2 Attachment Resolution 10-14 Submitted By Justin Miller, City Administrator The City That Soars! Item Property Abatement Assessment – 1825 Pascal St. Description Earlier this year the City of Falcon Heights abated nuisance tall grass and weeds growing at 1825 Pascal St. The property is going through the foreclosure process and has been vacant for quite some time. After numerous attempts to have the property owner of record maintain the property, staff hired a landscape company to remove the nuisance at an expense of $560. Attempts to have the bill paid by the owner of record have been unsuccessful, so staff is recommending that the expense be assessed to the property’s taxes for future payment. When the house eventually emerges from foreclosure, the new owners will be responsible for paying the assessment, including any interest that has accrued. Per state statute, a public hearing must be held before an assessment can be placed on the property’s taxes. A legal notice was published in the Roseville Review, and a copy of the notice was also sent to the property owner of record. Budget Impact The $560 bill was paid by the city out of the 2010 operating budget. If unpaid this year, the eventual assessment will be credited to the city’s general fund. CITY OF FALCON HEIGHTS COUNCIL RESOLUTION October 27, 2010 No. 10-14 ----------------------------------------------------------RESOLUTION ADOPTING ASSESSMENTS FOR PROPERTY ABATEMENT AT 1825 PASCAL ST. N. WHEREAS, pursuant to proper notice duly given as required by law, the council has met and heard and passed upon all objections to the proposed assessment for nuisance abatements in the amount of $560 at 1825 Pascal St. North (PIN 15.29.23.32.0105); BE IT RESOLVED by the Council of the City of Falcon Heights, Minnesota as follows: 1. Such proposed assessment, a copy of which is attached hereto and made a part hereof, is hereby accepted and shall constitute the special assessment against the lands named therein, and each tract of land therein included is hereby found to be benefited by the proposed improvement in the amount of the assessment levied against it. 2. The assessment is proposed to be payable in one annual installment and will bear interest at the rate of six percent (6%) per annum from the date of of the adoption of the assessment roll. To the first installment shall be added interest on the entire assessment from the date of the adoption of the assessment resolution until December 31, 2010. No interest shall be charged if the entire assessment is paid within 30 days from the date of the adoption of the assessment roll. Such payment must be made before November 15 or interest will be charged through December 31 of the succeeding year. 3. The city administrator shall forthwith transmit a certified duplicate of this assessment to the county auditor to be extended on the property tax lists of the county.
