Brace to complete the term ITEM P -1, COMMUNITY PARK PRAIRIE PLANTING Councilmember Gehrz explained the proposed prairie seeding project for a portion of Community Park scheduled for this fall. Resident Brian Malzer offered to crganize and manage this undertaking as part of his Eagle Scout project. Scout troops and community volunteers of all ages will assist in the planting of approximately 3,000 seedlings. Jyneen Thatcher, newly elected chairperson of the park and recreation commission and landscape architect, is willing to assist in the management of this project. Sue Gehrz moved to approve the expenditure of $1,500 to purchase the seedlings out of Community Park landscaping funds. Motion carried unanimously. The current garage is 3 feet from the northside property line and approximately 34 feet from the rear property line (see diagram). She proposes to construct the new double garage 3 feet from the northside property line and 12 feet from the rear property line to provide adequate access in and out of the double garage. Staff analysis After viewing the site and driving around the neighborhood of Pascal and Simpson Streets staff finds the following: The proposed 3 foot setback does not significantly affect the relationship of the garage to the neighboring home because the existing garage is 20 feet long and 3 feet from the property line whereas the new garage will be 24 feet long and 3 feet from the property line. The additional 2 feet closer to the property line reduces the difficulty of getting out of the proposed double garage. The proposed setback of 12 feet from the rear lot line does not require a variance. The proposed new garage is located in a similar position to the garage on the property to the north. The garage and driveway configuration is very similar to several homes on the surrounding blocks. As of this writing, none of the three adjoining property owners have contacted staff about the variance request. Chapter 9, §2.04 subd. 1(c). A variance of 3 feet on the north sideyard setback for the construction of a new garage. The city council made the following findings for recommending granting the variance at 1817 Simpson Street: a. That the amendment to the variance will not be detrimental to the public welfare; b. That the amendment to the variance will not substantially diminish or impair property values or improvements in the area; c. That the amendment to the variance is necessary for the preservation and enjoyment of substantial property rights; d. Based on the information that Vince was able to provide, it appears that this sewer system may be undersized to handle some of the large intensity rains we have experienced this summer. However, I do believe there are some minor improvements we could make to this system which would increase the efficiency of it and eliminate some of the minor flooding issues that have been experienced by the property on the south side of Folwell Avenue. I would suggest the City consider the following improvements: 1. Eliminate the driveway apron on the south side of Folwell Avenue and replace it with a barrier type concrete curb and gutter. This will allow water to remain in the street to a height of approximately 6 -12 inches prior to backing up into the property adjacent to the road. 2. Replace the catch basin castings on the existing structures in Folwell Avenue with larger, more efficient grates. 3. Install a catch basin south of Folwell Avenue on the bituminous pathway in the area that currently is low and collects water and mud because it has no place for the water to run. 4. Replace the catch basin castings on the existing structures in Hoyt Avenue, again to increase the efficiency of these structures to take water in. I believe that these minor improvements would increase the ability of the storm sewer system to handle small rainfall events. This sidewalk is the public pathway connecting the University Grove and St. Anthony Park neighborhoods to the old tramway and the golf course. It is frequently used by pedestrians from St. Paul, Falcon Heights and Lauderdale. The sidewalk is in very poor condition. The city does not arrange for the reconstruction of private sidewalks as part of the street project. Typically, property owners interested in replacing their private sidewalks at this time do so independently. Technically the university sidewalk is on private property owned by the university. Since the sidewalk acts like a public walkway serving the community rather than like a private sidewalk serving the individual property owners, city staff contacted the university about its interest in removing and rebuilding this hazardous stretch of concrete during the street reconstruction project when public sidewalks are being reconstructed. The city would not participate in the cost of removal or reconstruction but would arrange for the work to be done as an add -on to the contract. The university expressed an interest in having the sidewalk replaced as part of this project and agreed to be billed for the cost, which is estimated at $1,750. The steps to the golf course are not included in this project because they differ in nature of the concrete work from the sidewalk work and would require special arrangements. Sincerely, Bill Bruce 1 MUNICIPAL CABLE TELEVISION AUDIO AND VIDEO SYSTEM RECOMMENDATIONS FOR THE CITY OF FALcoNSEIGHZ MINNESOTA PREPARED BY BILL BRUCE APRIL 6TH, 1993 INTRODUCTION I have included on the following pages my recommendations for an audio and video system designed for city council meetings and other events which may be held in the council chambers. Included in this proposal are descriptions for each area of concern (cameras, audio, lighting, etc.). I have compiled a list of recommended equipment. The prices listed are the manufacturers suggested list price. The purchase price may be higher or lower depending on which vendor you purchase from. Generally during the bid /quote process you will be able to get at least a 10 20% reduction from these amounts. Costs will vary also for installation depending on who you contract with. While some vendors may propose "similar" equipment for that which is listed, I would be very hesitant to recommend any substitution as it could substantially affect the quality and price of this system. Please understand that I do not represent any vendors or manufacturers and will not make any guarantees or be held liable for the quality of installation or materials provided by the firms or manufacturers which are listed in this recommendation. K EQUIPMENT RECOMMENDATIONS LIST PRICES BID /QUOTE ESTIMATES INSTALLATION ESTIMATE CAMERA SYSTEM The camera system which is listed has been designed so that only one person is needed to operate all of the equipment. Each camera is controlled remotely and camera functions such as focus, panning, tilt and zoom are performed and monitored at the control center. Each camera is mounted to the wall with Pelco control arms and motorized pan /tilt heads. By having the cameras situated this way it provides less distraction to the council and limits manpower costs to one person. AUDIO SYSTEM The audio system is designed to provide maximum coverage for audio pickup. The configuration provides for easy connection into a public address system for the council chamber. The recommended microphones are provided as follows: lavilier style for the city council members and table top style for staff. CHARACTER GENERATOR Falcon Heights already has a character generator which can function adequately, I believe that purchase of a new unit is not necessary at this time, but I recommend that the unit should have a thorough cleaning. LIGHTING The camera system which is recommended will work well with the current lighting. If another camera system is purchased you may have to upgrade the lighting. MISCELLANEOUS EQUIPMENT All the equipment should be housed in an enclosure which makes it accessible and secure. I am recommending using Winsted equipment consoles for rack mounting all the equipment. OPTIONS Camcorder You may wish to explore purchasing a camcorder for remote shoots. Meetings taped at other locations could then be played back via your automation system. Many cities use their camera to cover youth sports and community events. If you choose this option, I would recommend the Panasonic AG-455 which costs approximately $1,500.00. This camera is compatible with the editing systems at the access facility. Wireless microphone- Many cities use wireless microphone systems to allow for coverage for those who can not use the podium for specific presentations or to make speaking easier for seniors or those with a disability. This microphone also comes in use for shoots with the camcorder. If you choose to purchase the wireless mic we will need to determine a frequency that will not interfere with police and fire channels. Radio Tuner Many cities have a radio tuner that plays WCCO AM or another channel so that audio is provided along with the data information. EXISTING EQUIPMENT I recommend replacing the existing audio amp with the one specified, you should keep the existing room speakers and enclosures until after we upgrade the other audio components and then make a determination on their condition. By doing this we should be avoiding a large and unnecessary expense. The existing camera and tripod setup will not be needed and you may wish to declare them surplus and see if you can sell them. We will be using the existing monitor,tape decks,switcher, character generator and playback system.
