Item 2012-13 Police Contract Discussion Description The current contract for police services with St. Anthony expires at the end of 2011. Staff from Falcon Heights, Lauderdale and St. Anthony have had preliminary discussions about the next contract renewal, and attached to this report is a proposal from St. Anthony for a two year contract that would run from 2012 through 2013. Their proposal includes a 1% increase for both 2012 and 2013. The current contract specifies by which date a renewal needs to be approved: XX. CONTINUATION OF AGREEMENT This Agreement will be effective January 1, 2010 and will continue until terminated as described in Paragraph XXI below. In consideration for services provided under this Agreement, St. Anthony and Falcon Heights shall establish the fee for police services by June 15, 2011. XXI. TERMINATION OF AGREEMENT Either St. Anthony or Falcon Heights may terminate the Agreement by submitting a written notification to terminate to the City Administrator of Falcon Heights and the City Manager of St. Anthony by April 15 of the odd numbered years that Falcon Heights or St. Anthony intends to terminate the Agreement. Termination of this Agreement shall be effective on December 31st at 11:59 p.m. of the year that either Falcon Heights or St. Anthony terminates the Agreement. Budget Impact The proposed contract calls for charges of $596,069 in 2012 and $602,030 in 2013. Item Redistricting Discussion Description As is the case when any decennial census is conducted, the State of Minnesota will be going through a redistricting process to align all 67 senate districts with changes in the statewide population. Recently the City received a letter from the House Redistricting Committee asking for our input on how legislative boundaries impact our city. Since this process only occurs every ten years, it might be a good time to discuss whether Falcon Heights’ current inclusion with districts representing St. Paul is a scenario that we would like to see continue. An alternative would be to seek our inclusion in a more first-ring suburban district which includes Roseville and Lauderdale. While the redistricting discussion will be made by the legislature (and possibly the court system), the city council may wish to provide input on our desired location within the redistricting process. Item Neighborhood Commission/Citizen Corps Transition Description For the past several years, the Neighborhood Commission has had difficulty attracting new members. Currently there are two non-staff or city council commissioners (Melanie Leehy and Felicia Turner). Staff has been in discussions with both Neighborhood Commissioners as well as representatives of the Community Emergency Response Team (CERT) leadership in the past week and would like to discuss transitioning the commission to a more formal Citizen Corps Council. A Citizen Corps Council is required in order for the city to obtain CERT grants from the State of Minnesota and the Federal government. Our neighborhood commission has been serving as our citizen corps council, as well as taking on other neighborhood-building duties. The new citizen corps council would include the existing neighborhood commissioners as well as representatives from the CERT leadership. Their main duty would be to oversee the CERT program and to expand it as needed. They would meet at least annually but also as needed. Current tasks that the Neighborhood Commission deals with, such as organizing block parties, Night to Unite, and coordinating the neighborhood liaison list, would be taken over by city staff. Budget Impact N/A Attachment(s) Action(s) Requested Staff is seeking direction from the City Council, and if the council finds this acceptable, staff will bring a formal action request to a future city council meeting.
