2012-13 Police Contract Discussion
Administrator Miller updated the city council on the status of the proposed 2012-13 police
contract with the City of St. Anthony. The proposed contract included in the workshop packet
contained a 1% increase for both 2012 and 2013. The city council indicated that the proposed
terms were acceptable, but wanted to protect the city in the case of LGA cuts that are still to be
determined by the state legislature. The council directed staff to continue to work with St.
Anthony and look at possible deadline extensions that are spelled out in the current contract.
Neighborhood Commission/Citizen Corps Council Discussion
Kris Grangaard provided a history of the commission, which has roots back to 1993 when the
first block captain recruitment effort was undertaken. Miller indicated that the commission has
had only two non-staff members for two years now, and he was looking for direction from the
council on how to proceed. After discussion, it was agreed that the neighborhood commission
was a valuable resource and should not be disbanded, but a temporary hiatus was appropriate
at this time. The commission could be revitalized in the future if specific needs were to arise.
Redistricting Discussion
The council discussed pros and cons to being included in various legislative districts (St. Paul
vs. suburban cities). While no consensus was reached, it was agreed that it was in Falcon
Heights’ best interest to have the entire city included in one legislative district, and the council
directed staff to prepare a letter to the redistricting committee articulating this point.
