City of Falcon Heights, Park and Recreation Commission Meeting
April 11, 2011

1. Meeting called to order 6:30 PM
2. Approval of Minutes February 16, 2011
Hanson noticed misspelling of plexi glass. Motioned to correct misspelled word
Hanson and seconded by Waite. The commission unanimously approved the
minutes.
3. Bike Safety Awareness Class- Steve Sanders and Lonetta Hanson
Steve Sanders, U of M and State Advisory Bicycle Committee was present at the
meeting. Sanders and Hanson have taken the lead on the Bike Safety event.
Sanders has invited several non - profit bicycle agencies along with MNDot. Tesser
sent out invitations to neighborhood liaisons, school leaders and non - profit bicycle
agencies. Commissioners discussed their vision of having stations at the event to
ease the flow of traffic and also add efficiency to the event. Sanders would like to
play a great video on bike safety at one station. The Bike Chain will be doing bike
checks and safety repairs while teaching the ABC: air, brakes and chain. Helmet
fitting and learning hand signals will be taught. One station will be a bike run area to
practice the bike safety which will be done with two instruction teachers. Tesser
reserved the FH Elementary School parking lot. The elementary school building is
not reserved. Commission Chair Weber- Sanders will look into reserving AV
equipment for the event and having it displayed outside the building. Handouts and
resources will be available to attendees. Registrations for each participant will be
requested. Sanders requested barricades. Tesser will work with city staff on
4. Discuss Openeye Theatre Driveway Puppet Show
Tesser read about the Openeye Figure Theatre puppet show in an article last year.
Tesser has wanted to bring this puppet show to Falcon Heights. The quoted price
was $300. The puppet show only works during June through August. Tesser
discussed options of the puppet show coming to the movie in the park or ice cream
social event. Also, discussed was an afternoon puppet show. The commission
agreed that this show should be explored next year since there are a lot of events
scheduled this summer.
5. CTC Scholarship $300.00
CTC has provided Parks and Recreation with a $300.00 scholarship to the rec
programs because a large portion of CTC residents registering for our programs.
Tesser has asked Janet Risinger to help her find a Parks and Rec Commissioner
who is a CTC resident.
6. Movie in the Park event
The Source Comics and Games have donated $500 to our Movie in the Park event.
The date must be before August 8t" (tennis court reconstruction). Possible dates
Wednesdays, June 22, June 29, July 13, July 20, Wed Aug 3rd, or Thursday Aug 4 th
Staff is currently researching obtaining licensing and rental costs for projector and
screen.
7. Family Recreation Pass
Tesser has been playing around with an idea to have a Family Recreation pass
option for Falcon Heights' families. The pass would give families the ability to attend
recreation programs (minus TKD and Yoga) and receive a certain amount of tickets
to use towards our city events: Winterfest and Ice Cream Social. The pass would be
a lump sum of approx. $300. Wrinkles still need to be ironed out. The recreation
pass would have to benefit both families or Falcon Heights and Falcon Heights Parks
and Recreation. This option will be discussed at future meetings after the busy
summer.
8. Tennis Court, USTA grant update
February 22nd Design proposals due
February 23rd Design firm selected
March 18th Final design plans due
April 26th Construction bids due

May 11th Tentative date for city council contractor selection
August 8th Tentative construction start date
Currently, construction bids are being published (Review /Builders Exchange), bids
are due April 26th. It will go in front of the Council May 11 tn. Once construction bids
received and one is chosen we can send information to national USTA grant and will
start the ball rolling to capture the $25,000 grant. The estimated construction start
date, if approved by the council is August 8t .

➢ Registration Update
■ Curtiss Field Discovery Playground- full
• CP afternoon three away from full
• Blastball -full
• Carpentary Camp Ages 3 -6 full
• Added another Blastball session at 6pm on Mondays already received
four registrations and it just opened Thursday.
■ March website data up 25% from 2010. $5,000 more views of recreation
programs compared to 2010. March views Parks and Recreation #1, has
never happened before. Even above crime and news.
➢ Summer Hire Update
■ Great candidates for summer program coordinator! Tesser received 28
applications. Interviewing 7 candidates on April 18tH
■ Losing five recreation leaders. Staff will be interviewing to fill those
positions. 12 applications for Rec Leaders /Assistant received. 8 returning
staff, 3 junior leaders.
■ Tennis instructor needed. Tesser is advertising by
website /facebook /emailed coaches of Roseville High School and
neighboring colleges.
Public Works update — Michelle Tesser
■ Slit seeding field, compact w. roller will do Curtiss and Grove. Community
Park not useable until May 15tH
■ Sweeping, sidewalk panel replacement and boulevard replacement grass.
