MINUTES <br />CITY COUNCIL <br />JULY 8, 2015 <br />reviewed the City's Nuisance Ordinance and found it to be pretty good <br />and goes about as far as he thinks the City should go. There are a couple <br />of areas that he would suggest some modifications, however. With <br />regard to abatement of nuisances and assessing the cost against the <br />property, the City Attorney suggested that the City give a property owner <br />a minimum of 30 days to correct a nuisance. He also suggested that any <br />City action against a property owner be processed in civil court, not <br />criminal. The Attorney stated that if a property poses a public safety <br />threat, then the City should proceed with abatement. <br />The City Administrator again suggested that the Council review the <br />housing maintenance ordinances from the Cities of Shoreview and Golden <br />Valley. <br />McGraw asked about someone filing a complaint against a property <br />owner. The City Attorney indicated that if the situation is not a public <br />safety issue, the complainant has the option to bring action as a private <br />nuisance. <br />With regard to some of the property examples in the agenda packet, <br />Torkelson asked if these situations were primarily due to the lack of funds <br />for the property owner to address. The Administrator indicated that is the <br />case in some situations, but in others it is the property owner merely not <br />paying attention. <br />PERSONNEL The City Administrator reported that next week some of the staff is <br />ISSUES meeting to begin discussing the City Clerk's upcoming retirement and <br />potentially one other staffing issue. The goal is that staff will present a <br />plan to the Council for consideration. <br />ADJOURN There being no further business, the meeting was adjourned at 7:25 p.m. <br />Attest: <br />John/ .
