MINUTES CITY COUNCIL JUNE 22, 2005 RESOLUTION NO. 2005-6-I4I -ACCEPTING THE PROPOSED WORK SCOPE FOR UPDATING OF THE CITY'S ZONING AND SUBDIVISION CODES AS WELL AS ENVIRONMENTAL REGULATIONS AS SUBMITTED BY THE CITY PLANNER The foregoing resolution was duly seconded by Blesener. TCCCF & The City Administrator reviewed his report dated June 17, 2005 BUSINESS relative to the Twin Cities Capital Community Program (TCCCP) and the REVOLVING Business Revolving Loan Fund (BRLF). The Administrator noted that LOAN based on the input he received from a developer, a business owner, PROGRAIVI and US Bank, it appears that there is little interest in the TCCCP option, while there is interest in the BRLF subject to some modifications. These modifications involve increasing the City's maximum loan amount to $50,000 while still retaining the requirement of at least a 50/50 match and expanding the allowable improvements to interior improvements on a one- to-one ratio with exterior improvements. Blesener asked how much funding the City would set aside for the BRLF. The City Administrator noted that previous discussion was $100,000 to $125,000. Blesener suggested that that amount could be retained until the City determines what the demand will be for this program. The City Administrator reported that a number of neighboring cities have joined the TCCCP program. Blesener suggested that these cities are larger and have more development than Little Canada. The Administrator agreed, and stated that he is not aware of any developments that have occurred in"the past few years where the TCCCP program would have been utilized. The consensus of the Council was in support of the BRLF subject to the modifications outlined by the City Administrator. The Administrator indicated that he would redraft the program documents and get marketing materials to US Bank and out to City businesses. 2005 The City Administrator reviewed the Public Works Superintendent's STREET report dated Tune 22, 2005 noting that the City is working jointly with SEAL the City of Vadnais Heights on pricing for seal coating of streets. Two CiiATING quotes were obtained, ~.vith Pearson Bros. submitting the low quote. The Administrator noted that the price received is lower than that received for 2004 seal coating. Staff is recommending award of the 3005 seal coating to i"earson Bros. L~ 1 0
