Hanson RE: Amend Solicitors & Peddlers Ordinance to Solicitors, Peddlers, Transient Merchants, and Non -Commercial Door -to -Door Advocates The attached document provides the proposed changes to City Ordinance 804. The Solicitation Ordinance is enforced to protect our residents from potential fraud and crime, as well as unlawful activities. This Ordinance ensures that our residents are safe by requiring a certificate of registration to sell, take orders, or elicit funds. The proposed changes expand the definitions covered under the ordinance, exempt non-profit solicitors from the registration fee, exempt certain activities like established delivery routes, require valid insurance on vehicles in which vending occurs, provide grounds to deny a certificate of registration, clarify that candidates as well as campaign workers are also exempt from registering under this ordinance, allow residents to exclude their home from solicitation by a sign, deny the solicitation of funds, determine a registration period, and include a severability clause. The changes reflect the League of Minnesota Cities model ordinance and the cities of Roseville, Shoreview, Maplewood, Vadnais Heights, and Edina. The League's model provided the most help and has been updated fairly recently. Many surrounding cities have not yet updated their ordinances to match the League. Recommended Actions: Replace the current Solicitors & Peddlers Ordinance with the amended version to reflect the proposed changes listed above and included in the attached ordinance.
