MEMORANDUM <br />DATE: July 17, 2015 <br />TO: Kathy Glanzer <br />FROM: Chad Lemmons <br />RE: Campaign Workers — Solicitor Registration <br />ISSUE: Again, the City requires campaign workers to register as solicitors pursuant to <br />Ordinance 804. <br />Section 804.110 of Ordinance 804 already exempts candidates for public office from the <br />provisions of the Ordinance. The basis for the exemption is candidate's first amendment rights of <br />free speech. Requiring a campaign worker to register as a solicitor would compel them to <br />disclose which organization they are affiliated with. Compelling such disclosure is a violation of <br />the First Amendment rights privacy of association belief, Jones v. Unknown Agents of the <br />Federal Election Commission, 613 F. 2d 864. Therefore, the City exemption for candidates <br />would also apply to campaign workers. <br />
