1. The failure of an applicant to obtain and demonstrate proof of having obtained <br />any required county license, <br />2. The failure of an applicant to truthfully provide any information requested by the <br />city as part of the application process, <br />3. The failure of an applicant to sign the application. <br />4. The failure of an applicant to pay the required fee at the time of application. <br />5. A conviction within the past five (5) years of the date of application for burglary, <br />theft, larceny, swindling, fraud, unlawful business practices, and any form of <br />actual or threatened physical harm against another person. These are only <br />examples and the city reserves the right to deny an applicant a certificate based on <br />his/her criminal record, <br />6. The revocation with the past five (5) years of any registration issued to an <br />applicant for the purpose of conducting business as a solicitor, peddler, transient <br />merchant, or non-commercial door-to-door advocate. <br />7. When an applicant has a bad business reputation. Evidence of a bad business <br />reputation shall include, but is not limited to, the existence of more than three (3) <br />complaints against an applicant with the Better Business Bureau, the Office of the <br />Minnesota Attorney General or other state attorney general's office, or other <br />similar business or consumer rights office or agency, with the preceding twelve <br />(12) months, or three (3) complaints filed with the city against an applicant within <br />the preceding five (5) years. <br />804.090. 404060 PROHIBITED ACTIVITIES. No solicitor, peddler, transient <br />merchant, or non-commercial door-to-door advocate shall conduct business in any of the <br />following manners: <br />1. Entrance to Premises Restricted. It shall be unlawful for -any—non-commercial <br />door to door advoeate, pcddler, solicitor, or transient merchant to enter upon any <br />private promises when such premises aro p • . - <br />1. Refusing to Leave. It shall be unlawful for any solicitor, peddler, transient <br />merchant, or non-commercial door-to-door advocate to enter upon premises <br />owned, leased or rented by another and refuse to leave such premises after having <br />been notified by such owner or occupant to leave. <br />2, Misrepresentation. It shall be unlawful for any solicitor, peddler, transient <br />merchant, or non-commercial door-to-door advocate to engage in any such <br />activity within the City of Little Canada between the hours of 9:00 8:00 p,m. and <br />9:00 a.m, the following morning, or at any time on Sundays, except by specific <br />appointment with or invitation from the prospective customer, <br />
