Hanson <br />MEMORANDUM <br />TO: Mayor Keis & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: July 17, 2015 <br />RE: Sale of 3100 Country Drive (Former Public Works Building) <br />With the move to our new Public Works building essentially complete (there are some outdoor storage <br />items that still need to be moved), we are ready to put the former Public Works building up for sale. <br />Here are the preliminary parameters staff would recommend based on previous Council discussions: <br />Building Size — 7,200 square feet <br />Building Construction — Steel frame/metal clad <br />Site Zoning — Currently Zoned Public but to be Rezoned to PUD <br />Site Area — 1.27 acres <br />Outdoor Storage Area — approximately 12,000 square feet (fenced in area north of bldg.) <br />Outdoor Storage Allowance — City is willing to allow outdoor storage in fenced in area north <br />of building. This will be evaluated on a case-by-case basis. To be considered, storage will <br />need to be maintained in a very neat and orderly manner. <br />Building Condition — Property is being sold in an "AS IS" condition and buyer will need to <br />make any building/site upgrades needed to comply with zoning & building codes based upon <br />the use proposed. <br />Asking Price - $520,000 <br />Contract for Deed — Would we consider selling on a C/D? If so, we would need to determine <br />the percentage of down payment (at least 20%), the length of term we would carry it, and the <br />interest rate. Obviously, not carrying a contract for deed could involve less issues for us, but <br />the Council should comment on that possibility. <br />Exterior Enhancements Incentive — The City could provide matching funds (through a price <br />reduction) up to $50,000 to offset the cost of enhancing the building facade visible from <br />Country Drive. This would be at the City's discretion. The goal being to provide a financial <br />incentive to help upgrade the streetscape along Country Drive. <br />Staff would propose we sell the building on our own given we have a number of parties that have <br />expressed interest. Subject to any other terms or conditions the Council may want to consider, we <br />would contact those that have expressed interest to make them aware of the above information. We <br />could also have a sign made to place on the property to indicate it is available for purchase. <br />Council direction is needed to commence the sale process. <br />
