MINUTES <br />CITY COUNCIL <br />MARCH 23, 2005 <br />roads are designated as on street paths, therefore, used by both pedestrians <br />and drivers. <br />Allan stated that she did not feel it was necessary to post both sides of a <br />street as no parking. Montour agreed, but felt that in order to give proper <br />consideration to residents along both sides of the sheet their input should <br />be sought. <br />BANNERS The Council reviewed the proposed amendment to the temporary sign <br />ordinance relating to banners as was discussed at its last meeting. <br />LaValle indicated concern for banners that are being utilized by local bar <br />owners to promoting their sponsorship of ball teams. He felt these <br />banners would need to be up longer than the 30 day period provided in the <br />proposed ordinance. Blesener noted that some of the bars sponsor teams <br />all year round. <br />LaValle stated that he felt some businesses were using banners as a means <br />to have additional signage year round. He indicated that by classifying <br />banners as temporary signs, his intent was not to hurt business or curtail <br />promotions, but provide for some control <br />Montour noted that since banners were allowed as permitted signs, there <br />are so many banners up in the City that a person no longer even sees them. <br />Montour indicated that he, too, was concezned about the year round usage <br />of banners as additional signage for a business and did not think they <br />should be used for this propose. <br />Allan noted the Maz•ket Square Town Offices and the impact that the use <br />of banners by individual tenants would have on this building. <br />Blesener and Allan felt that banners should be a temporary sign. Montour <br />was concerned about the City resources that would be used in enforcing <br />this change. The City Administrator felt the initial enforcement effort <br />would be great, but after that point, enforcement should be manageable. <br />The Council discussed how the ordinance could be worded to allow liquor <br />establishments to use banners to advertisement for team sponsorship in a <br />reasonable manner. LaValle suggested that he put some ideas together <br />and work with the City Administrator on this wording. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />10 <br />
