Hanson <br />Attached is the survey taken of surrounding cities and their practices for handling electronic <br />readerboards and flashing messages. In reviewing the ordinances and speaking with staff at the <br />other cities, the issue of the flashing sign becoming a visual distraction to drivers causing a <br />traffic hazard is a main concern. Along with that, the enforcement of electronic readerboards <br />message display frequency is also of concern for prohibiting this style of sign. <br />Little Canada code allows for an electronic readerboard sign which contained no moving, <br />intermittent, flashing or animated lights. City Staff believes putting standards in place to <br />regulate the frequency of the message rotation would be beneficial from a safety standpoint. <br />Although staff would be responsible for monitoring the signs for frequency, staff believes this <br />would be minimal.
