NOOTU <br />December 1, 2005 <br />File: 120061 E-0240 <br />Honorable Chair and Planning Commission <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117-1633 <br />RE: HOMES OF EVERGREEN HILLS <br />CITY OF LITTLE CANADA <br />Dear Mr. Erickson: <br />As requested, we have reviewed the submittal package for the proposed Homes of <br />Evergreen Hills located in between Old County Road C to the south and County Road C <br />to the north. The submittal documents were prepared by Folz, Freeman, Erickson, Inc. <br />and contain Stormwater Calculations completed on November 9, 2005 and plans with a <br />date of October 31, 2005. Based upon our review we would offer the following <br />comments. <br />Preliminary Plat <br />1. The required building setbacks should be indicated on the preliminary plat. <br />2. Lot areas should be provided. <br />3. Utilities are shown down the lot line in between Lots 4 and 5, Block 1 and <br />Lots 5 and 6, Block 1. To ensure that future maintenance can be completed <br />within the drainage and utility easements, an easement should be granted <br />over each pipe that is a minimum width of twice the maximum depth of the <br />main centered over the pipe. <br />4. A 10-foot wide flat area is required around the top of the north pond to allow <br />for future maintenance. This area should be covered by a drainage and utility <br />easement. <br />Preliminary Grading Plan <br />1. Swales should be constructed on the property lines in between Lots 1 and 2, <br />Lots 2 and 3, and Lots 3 and 4. Drainage should be within the side yard <br />easements and not across neighboring yards. <br />2. The emergency overflow elevation should be 1-foot higher than the high <br />water level of the pond to the north. <br />3.
