NOOTU December 1, 2005 File: 120061 E-0240 Honorable Chair and Planning Commission City of Little Canada 515 Little Canada Road East Little Canada, MN 55117-1633 RE: HOMES OF EVERGREEN HILLS CITY OF LITTLE CANADA Dear Mr. Erickson: As requested, we have reviewed the submittal package for the proposed Homes of Evergreen Hills located in between Old County Road C to the south and County Road C to the north. The submittal documents were prepared by Folz, Freeman, Erickson, Inc. and contain Stormwater Calculations completed on November 9, 2005 and plans with a date of October 31, 2005. Based upon our review we would offer the following comments. Preliminary Plat 1. The required building setbacks should be indicated on the preliminary plat. 2. Lot areas should be provided. 3. Utilities are shown down the lot line in between Lots 4 and 5, Block 1 and Lots 5 and 6, Block 1. To ensure that future maintenance can be completed within the drainage and utility easements, an easement should be granted over each pipe that is a minimum width of twice the maximum depth of the main centered over the pipe. 4. A 10-foot wide flat area is required around the top of the north pond to allow for future maintenance. This area should be covered by a drainage and utility easement. Preliminary Grading Plan 1. Swales should be constructed on the property lines in between Lots 1 and 2, Lots 2 and 3, and Lots 3 and 4. Drainage should be within the side yard easements and not across neighboring yards. 2. The emergency overflow elevation should be 1-foot higher than the high water level of the pond to the north. 3.
