MINUTES PLANNING COMMISSION FEBRUARY 10, 2005 There was no one present from the general public wishing to comment on this matter- Duray asked how the monument sign would be lit. Mathern reported that there will be landscaping around the base of the monument sign with external lighting shining on that sign. Duray recommended approval of the PUD Permit for Comprehensive Sign Plan for Market Square Town Offices subject to compliance with the recommendations of the City Planner as outlined i^ his reporC dated February 8, 2005, and with the indication that Architectural Guidelines should be followed for all new development. PROPERTY Michael Huber, Michael Iluber Architects, appeared before the DIVISION Sa Commission requesting approval of a Property Division and Lot COM.B:[NATION, Combination as well as a Conditional Use Permit to allow a regional AND CUP - government building in the Public Zoning District The property in NOEL DRIVE - question is the City-owned lot on Noel Drive. Huber reported that RAMSEY the Ramsey Washington Metro Watershed District is proposing to WASHINGTON construct a 5,500 square foot office building and a 1,000 square foot METRO garage building on the site. Huber described the building which will WATERSIlE,D be a one-level facility. He also described the natural landscaping that DISTRICT will be used on the site as well as their goal to mitigate run-off from the site as well as take additional gun-off from Noel Drive. Huber reported that be has reviewed the City Planner's report and they a~~e agreeable with all the recommendations except the requirement that financial security be provided to ensure landscape maintenance. Knudsen noted the Planner's recommendation to limit the outdoor storage to two piclaip trucks. i<nudsen asked what will happen if the Watershed purchases another vehicle. Huber suggested that an employee would have to take the vehicle home on nights and weekends. Knudsen asked for an explanation of what a rain garden is. The City Planner indicated that a rain garden is a small depression in a planted area into which storm water flows- The rain garden is planted with species that will tlnive in wet conditions. The storm water seeps into the soil thus providing treatment. Julie Vigness-Pint, Watershed District, reported on the mission of the Watershed and their desire to develop this site using best management -3-
