However, <br />homeowners documents could be drafted that would give the maintenance <br />responsibility for the island area as well as the property along the railroad <br />tracks to the homeowners association. <br />Barraclough indicated that he liked the concept before the Commission <br />this evening and felt it was a vast improvement from the R-2 concept <br />presented a year ago. He felC the layout make sense given the proximity of <br />the railroad tracks. <br />Fritz Bredenbeck, County Road C, indicated that his property is adjacent <br />to this proposal and asked the impact on grade changes and ponding on his <br />property. <br />Freeman indicated that grading and ponding will noC negatively impact <br />adjacent properties. He pointed out that the R-1 development as proposed <br />works with the existing topography of the property and minimal grading <br />will need to be done. He also indicated that the development was <br />designed in order to save virtually all the Crees on the site. <br />Duray asked the value of the homes that would be constructed on this site. <br />Freeman indicated that the developer may sell the lots to a builder, and he <br />was not sure as to the value of homes that would be built. <br />Knudsen indicated that he supports the concept proposed and felt the <br />development would be an asset to the City. Duray agrees and felt the <br />proposal fits the property well. Duray asked the Planner for his reaction to <br />the cut-de-sac as proposed. <br />The City Planner indicated that Little Canada has no cut-de-sacs with <br />planted islands (Note: Chere is one on Dianne Lane). He indicated, <br />however, that other communities in which he works has such islands and <br />they are attractive and work well. The Planner indicated that the Public <br />Works Department should comment on the proposed design. <br />Freeman also pointed out that the cut-de-sac island is helpful to Public <br />Works as a place for snow storage during the winter months. <br />Wojcik reported that the supported the concept proposed, but noted that he <br />has enjoyed looking at the vacant green area over the past few years. <br />Socha supported the concept, but indicated that the grading of the site <br />should noC impact surrounding properties. The Planner noted that this is a <br />concept review at this point. If the project moved to the platting stage, the <br />City Engineer will review detailed grading and drainage plans for the site. <br />-8- <br />
