MINUTES <br />CITY COUNCIL <br />FEBRUARY 9, 2005 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Montour, LaValle, Blesener, Allan, I{eis. <br />Nays (0). Resolution declared adopted. <br />TOWN The City Administrator reported that the City has held a Town Meeting <br />MEETING for the past four years. Given that attendance at the town meeting has <br />been very light, there has been discussion about whether or not to continue <br />this practice. Blesener stated that he has attended all four town meetings, <br />and agreed that attendance has dwindled. Blesener also noted that a lot of <br />effort goes into putting on the Town Meeting. <br />The Council discussed this matter in detail and it was their consensus to <br />forego the Town Meeting during 2005. Should the Council receive <br />adverse comments about this decision, a Town Meeting could be <br />scheduled for later in the year. It was noted that the City utilizes many <br />means of communicating with its residents, including its newsletter, WEB <br />Site, and Cable TV channel It was also suggested that should a <br />community survey be conducted, a question about the value of the Town <br />Meeting should be included. <br />Mr. ,LaValle introduced the following resolution and moved its adoption: <br />RESO7.lITIONNO. 2005-2-37-FOREGOING THE 2005 TOWN <br />MEETING UNI,E.fiS '!'HERE ]S A REACTION FROM 7HE <br />COMMIIN7T3' IN .SUPPORT OF CONTINUING THLS PRACTICE <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Blesener, Montour, Keis, Allan. <br />Nays (0). Resolution declared adopted. <br />ICWC The City Administrator reported that staff has been evaluating contracting <br />PROGRAM with the M'N Department of Corrections for their Institution/Community <br />Worl< Crew Program. The Administrator reviewed his report dated <br />I'ebruary 4, 2005 which outlines the details of the program. Ile noted that <br />the program involves a crew of 6 to 10 minimum security inmates working <br />with a paid supervisor on projects for the City. The Administrator <br />reported that staff is recommending that the City enter into a one year <br />contract for two days per week at a cost of $35,000, which can be <br />absorbed by the City's 2005 Budget. He noted that the program is 10 <br />years old and has worked very well to date. The Administrator repotted <br />that he contacted other cities that have used this program, and they have <br />talked very highly about it. The Administrator reviewed the list of <br />potential projects for the work crew. If approved, work would commence <br />about April I ". <br />2 <br />
