MINUTES
CITY COUNCIL
MAY 25, 2005
Holm reported that there are currently two carriers on the Donovan tower
in addition to adown-turned whip antenna which takes up significant
space. Because of the locations of these antennas, the height that Cingular
could locate on the Donovan tower would not be adequate to cover the
Rice Street/694 area.
Blesener felt that action should be tabled on this CUP until the June 8`h
Council meeting so that New Cingular can supply more detailed
information on why a co-location does not work as well as resolve the
issue of the City's water tower lease. Holm indicated that he was
agreeable to that delay and would provide the additional information.
Holm pointed out that Cingular and T-Mobile have master lease
agreements, and whenever feasible, will co-locate on one another's towers
given the economic advantages of doing so.
The City Administrator recommended that if the Council approves the
CUP for a new tower, Chat the CUP Permit run concurrently with the water
tower lease to ensure that a co-location is not being usurped by a new
tower, and that the CUP not be effective until execution of a new lease for
the City's water tower location.
Montour expressed his desire to minimize the number of towers in Little
Canada, and suggested that Holm present location information for every
tower, regardless of the carrier, in Little Canada as well as a within a half
mile of Little Canada's boundaries.
Holm reported that he will be able to obtain this information from the FCC
and will provide it. Holm also indicated that he will provide the
engineering information which supports the need for a new tower rather
than a co-location.
Mr. Blesener introduced the following resolution and moved its adoption:
RESOLUTION NO.2005-5-114 -CONTINUING THE PUBLIC
HEARING AND TABLING ACTION ON THE NEW CINGULAR
WIRELESS APPLICATION FOR CONDITIONAL USE PERMIT
FOR MONOPOLE WIRELESS COMMUNICATIONS TOWER UNTIL
THE JUNE 8, 2005 REGULAR COUNCIL MEETING PENDING
RECEIPT OF ADDITIONAL INFORMATION RELATIVE TO THE
LACK OF FEASIBLE CO-LOCATION OPPORTUNITES AS WELL
AS ADDITIONAL INFORMATION ON THE CITY WATER TOWER
LEASE SITUATION
The foregoing resolution was duly seconded by LaValle.
Ayes (4) Blesener, LaValle, Allan, Montour.
Nays (0).
