MINUTES <br />CITY COUNCIL <br />JUNE 22, 2005 <br />RESOLUTION NO.2005-6-I4I -ACCEPTING THE PROPOSED <br />WORK SCOPE FOR UPDATING OF THE CITY'S ZONING AND <br />SUBDIVISION CODES AS WELL AS ENVIRONMENTAL <br />REGULATIONS AS SUBMITTED BY THE CITY PLANNER <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) Allan, Blesener, Montour, LaValle, Keis. <br />Nays (0). Resolution declared adopted. <br />TCCCF & The City Adminishator reviewed his report dated June 17, 2005 <br />BUSINESS relative to the Twin Cities Capital Community Program (TCCCP) and the <br />REVOLVING Business Revolving Loan Fund (BRLF). The Administrator noted that <br />LOAN based on the input he received from a developer, a business owner, <br />PROGRAM and US Bank, it appears that there is little interest in the TCCCP option, <br /> while Chere is interest in the BRLF subjecC to some modifications. These <br /> modifications involve increasing the City's maximum loan amount to <br /> $50,000 while still retaining the requirement of at least a 50/50 match and <br /> expanding the allowable improvements to interior improvements on a one- <br /> to-one ratio with exterior improvements. <br />Blesener asked how much funding the City would set aside for the BRLF. <br />The City Administrator noted that previous discussion was $100,000 to <br />$125,000. Blesener suggested that that amount could be retained until the <br />City determines what the demand will be for this program. <br />The City Administrator reported that a number of neighboring cities have <br />joined the TCCCP program. Blesener suggested that these cities are larger <br />and have more development than Little Canada. The Administrator <br />agreed, and stated that he is not aware of any developments that have <br />occurred in the past few years where the TCCCP program would have <br />been utilized. <br />The consensus of the Council was in support of the BRLF subject to the <br />modifications outlined by the City Administrator. The Administrator <br />indicated that he would redraft the program documents and get marketing <br />materials to US Bank and out to City businesses. <br />2005 The City Administrator reviewed the Public Works Superintendent's <br />STREET report dated June 22, 2005 noting that the City is working jointly with <br />SEAL the City of Vadnais Heights on pricing for seal coating of sheets. Two <br />COATING quotes were obtained, with Pearson Bros. submitting the low quote. The <br /> Administrator noted that the price received is lower than that received for <br /> 2004 seal coating. Staff is recommending award of the 2005 seal coating <br /> to Pearson Bros. <br />17 <br />
