Towers are also being masked to have the appearance of a light <br />pole. <br />Blesener asked if a shorter tower would work at the 3250 Spruce Street <br />site. Lysiak replied that it would not. <br />Allan asked about the comments in Lysiak's report about radiation hazard. <br />Lysiak indicated that he analyzed the worsC case scenario for radiation <br />hazard and indicated that the hazard is at about 10% of whaC is permissible <br />at the ground level. Lysiak also indicated that he also considered the <br />interference factor and found there would be no problem. <br />Allan asked if the additional tower had FCC approval. Lysiak reported <br />that FCC approval must be obtained before the matter is even brought Co <br />the City level. <br />The City Administrator noted Chat in taking the City water tower out of the <br />mix, the gap in coverage did not grow a lot. The Administrator asked if <br />that gap could be made up with the addition of a lower tower. <br />Lysiak responded that this is where Che City's ordinance would provide <br />protection as the ordinance requires co-locations as the first option. Any <br />substitute location for the water Cower antenna site would have to be very <br />close to that location. Lysiak indicated that an alternative location was <br />feasible, buY he did not feel it was practical. Lysiak pointed out that if <br />New Cingular tried to substitute a location outside of Little Canada, the <br />neighboring cities would also want a co-location as the first option. <br />Lysiak reported that in his 20 years in this business, he has not seen a <br />tower site go away. <br />The City Administrator pointed out that the cell tower at the Citgo Station <br />on Little Canada Road was recently removed. Lysiak thought this may <br />have been the result of a merger of cell providers. <br />The City Administrator asked Lysiak's opinion for tying the 3250 Spruce <br />Street site and the water tower site together as part of this CUP <br />application. Lysiak stated that the water tower site was necessary to New <br />Cingular's coverage system, and to replace it would require a new tower <br />to be constructed. Again, both Little Canada's ordinance and those of <br />surrounding cities would require co-location as the first option. <br />LaValle suggested that there might be an existing tower in the area as a <br />co-location opportunity thaC could be leased for less money Chan the City's <br />water tower location. Lysiak did not believe there was an existing tower <br />in the area that would be a viable replacement to the City's water tower. <br />4 <br />
