MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />AUGUST 24, 2005 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 24`" day of <br />August, 2005 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present aC roll call: <br />CITY COUNCIL: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />Mr. Bill Blesener <br />Mr. Jim LaValle <br />Mr. Rick Montour <br />Ms. Barbara Allan <br />Mr. John Keis <br />ALSO PRESENT: <br />City Administrator <br />Parks & Rec Director <br />Public Works Supt. <br />City Clerk <br />Mr. Joel R. Hanson <br />Mr. Jim Morelan <br />Mr. Bill Dircks <br />Ms. Kathy Glanzer <br />PERSONNEL The Council reviewed City Staff's report dated August 18, 2005 <br />ISSUES relative to a number of personnel issues. The first issue reviewed was that <br />of Pre-Tax Medical Spending and Dependent Care Flexible Spending <br />Accounts. The City Administrator explained in detail these plans work, <br />pointing out that the risk to the City is the scenario where an employee <br />resigns with a negative balance in this account. Under IRS regulations, <br />the City has no means of recouping those dollars. Cities have minimized <br />this risk by putting a cap on the annual election amount available to <br />employees. <br />The Council agreed that this is a fairly standard benefit, and indicated that <br />it should be available to regular part-time employees in addition to full- <br />time. It was the consensus of the Council that City staff should bring a <br />detailed recommendation back to the Council for action. <br />The next issue reviewed was Post Employment Health Care Savings Plan. <br />Again, the City Administrator explained in detail how this plan works to <br />provide atax-free savings plan for employees to offset health care <br />expenses once the employee leaves the employ of the City.
