Mayor Blesener opened the Assessment Hearing for Improvement No. <br />2004-12 - 2004-12, County Road B-2 East from Rice Street to Viking Drive by <br />COUNTY street reconstruction including concrete curb and gutter as well as <br />ROAD B-2 drainage enhancements. <br />The City Engineer reviewed the projecC costs reporting that estimated <br />actual costs are $1.4 million and actual assessable costs are $800,680.29, <br />both of which are below the feasibility estimates. The Engineer indicated <br />Chat Che costs were below feasibility given that soil conditions were better <br />than expected. <br />The Engineer noted that there are both residential and commercial <br />properties abutting the improvement. He reviewed the City's residential <br />assessment policy which assesses at 85°l0 of street reconstruction costs <br />based on a 30 foot wide urban section street regardless on the actual street <br />section that is constructed. This equalizes the assessment cost for <br />residential properties. In addition, the City has a maximum sheet <br />assessment rate of $53.05 per front foot. The City's commercial <br />assessment policy assesses 80% of street reconstruction costs as well as <br />100% of curb and gutter costs. The maximum commercial street <br />assessmenC rate is capped at $108.15 per front foot. <br />
