MINUTES <br />CITY COUNCIL <br />OCTOBER 17, 2005 <br />hearing wishing to comment. The City received no written objections to <br />the assessment. <br />Upon motion by LaValle, seconded by Montour, the public hearing was <br />closed. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2005-10-248 -ADOPTING THE ASSESSMENT <br />ROLL FOR IMPROVEMENT NO. 2004-73,COUNTY ROAD D FROM <br />EDGERTON STREET APPROXIMATELY 875 FEET TO THE WEST <br />BY WATER MAIN CONSTRUTION <br />ASSESSMENT TERM- IO YEARS <br />INTEREST RATE - 5.75 PERCENT <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />IMP. NO. Mayor Blesener opened the Assessment Hearing for Improvement No. <br />2005-O1- 2005-01, Carla Lane by street reconstruction including concrete curb and <br />CARLA LANE gutter, water main, and drainage enhancements. <br />The City Administrator apologized to the Carla Lane property owners for <br />Che extreme delays and frustrations that they had to endure as parC of this <br />project. He noted that the project did not go smoothly, and aCCributed the <br />problems to not only weather, but the fact that the contractor for this <br />improvement subbed out most of the work and was not on site mosC of the <br />time. Another factor was the struggle with Xcel Energy on power line <br />replacement, and the slow work that was necessary in working around the <br />power lines. <br />The Administrator reported thaC iC is the CiCy's plan to review iCs project <br />specifications to see if improvements can be made to improve project <br />management by prime conri•actors. He noted that in past projects where <br />fhe prime contractor has been on site and managed Che job, projects have <br />gone well. The Administrator expressed appreciation to the property <br />owners for their enduring this difficult project. <br />The City Engineer also apologized to property owners and acknowledged <br />the frustrations they had to deal with. He noted Chat there is a lot of <br />restoration work yet to be done on Carla Lane, and reported that the <br />contractor will be finishing up the rain gardens on Noel Drive and then <br />moving to Carla Lane Co complete rain gardens and other restoration. <br />
