MINUTES <br />CITY COUNCIL <br />OCTOBER 26, 2005 <br />Little Canada Elementary School <br />Sierra Goerg - 3`~ Place <br />Morgan DuRose - 2"~ Place <br />Paige Freeberg - 1" Place <br />St. John's School <br />Niki Reker - 3`~ Place <br />Brianne Smith - 2"`~ Place <br />Elizabeth Seitz - 15L Place and Best Overall <br />LCRA Blesener announced that the Little Canada Recreation Association <br />HALLOWEEN is sponsoring a Halloween Dance on Saturday, October 29°i, at St. <br />DANCE John's gymnasium. <br />PUMPKIN Little Canada Elementary School will be hosting their annual <br />CARNIVAL Pumpkin Carnival on Saturday, October 29`x'. <br />Anyone interested in either of these events can contact the City Center at <br />651-766-4029 for details. <br />SMOKE Blesener noted that daylight savings time expires this weekend. When <br />DETECTORS setting clocks back an hour, people should remember to check the batteries <br />in their smoke detectors. <br />COMPRE- Blesener opened the continuation of Public Hearing to consider the request <br />HENSIVE for a pylon sign with an electronic reader board as part of the Comprehen- <br />SIGN PLAN - live Sign Plan requested by AE Sign Systems at 2768 Rice Street. <br />ELECTRONIC Blesener noted that the City Planner and Code Enforcement Officer have <br />READER recommended no change in the City's ordinance. The current ordinance <br />BOARD - allows electronic reader boards that have a static message that is changed <br />AE SIGN no more than once every 24 hours. Blesener noted that the Planning <br />SYSTEMS Commission is recommending that the ordinance be amended to for <br /> electronic reader board with a static message that can change every three <br /> seconds. That message must cycle with time, temperature, and message. <br /> The Planning Commission is also recommending that the ordinance <br /> include a separation requirement of ].,000 square feet between these types <br /> of signs. <br />Steve Wethern, AE Sign Systems, reported that he is requesting aback-lit <br />plastic sign with an electronic reader board that will all be mounted in the <br />same cabinet. The sign will be on a pylon. Wethern reported he did not <br />want to alternate messages on an equal basis with time and temp. He <br />noted that he wanted to include messages about community events as well <br />as advertise his business, and felt the Planning Commission's <br />
