MINUTES <br />CITY COUNCIL <br />DECEMBER 14, 2005 <br />received complaints about outdoor storage on the site, the owners' <br />association would assist in any enforcement actions. <br />Blesener noted that the City has received three purchase agreements for <br />this property, and are in the process of reviewing the proposed projects for <br />each to determine what is in the best interests of the City. <br />Keis indicated that he envisioned a more aesthetically pleasing <br />development on this property. Keis noted that the property is adjacent to <br />SC. Jude Medical, and stated that he would like to see Chis property develop <br />as a complement Co how St. Jude developed their site. <br />Thompson noted the discussion at the Planning Commission meeting <br />wherein the Commission suggested some aesthetic improvements to the <br />building fagade. Thompson indicated that they could add more brick on <br />the building and do some archiCectural treatments at Che entrances to <br />improvement the building's exterior appearance. <br />Coatney indicated that the front of the building would also have glass <br />panels, some fascia. He noted that the office use would be in the front of <br />the building and the warehouse in the back. <br />The Council thanked Coatney and Thompson for their presentation, noting <br />there would be additional discussion when considering the County Road B <br />purchase agreements later in the meeting. <br />2006 BUDGET Blesener opened the Public Hearing to consider the 2006 Budget. <br />The City Administrator reviewed the 2006 Budget pointed out that the <br />City's gross levy is proposed at $2,185,498, or a 2.54% increase over the <br />2005 gross levy. The Administrator pointed out that the net levy is <br />proposed at $1,950,033, or a 4.57% increase over 2005. The City's tax <br />base has grown by 16%. He further noted that the debt levy is at $0 as the <br />City currently has no bonded debt requiring levy support. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by Allan, seconded by Keis, the public hearing was closed. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2005-12-286 -ADOPTING THE 2006 BUDGET <br />AS FOLLOWS: <br />
