MINUTIiS <br />CITY COUNCIL <br />JUNU 11, 2008 <br />Allan asked about the sale of beer by both glass bottles and the case. Thao <br />reported that most of his customers drink Corona and Heineken beer and <br />his distributor has informed him that it does not come in plastic bottles. <br />Cans would be very expensive. Allan suggested having the beer on tap. <br />The City Administrator also noted that in his discussions with Mr. Thao, <br />he indicated that it is a cultural practice for his customers prefer to order <br />multiple beers at a time for so that they can purchase beers for friends. <br />Thao stated that that was conecC. He also noted with regard to the issue of <br />glass, that many of the women drink wine coolers, and there is no <br />alternative to these other than the glass bottles. Thao indicated that it has <br />been easier to deliver the beer to a table in the case. Blesener pointed out <br />the concern that a bottle has been used as a weapon at Bangkok. It was <br />the consensus of the Council that beer must be delivered to a table via <br />trays, rather than the case. The Administrator also noted that Mr. Thao <br />mentioned that the additional wait staff will work to remove empty bottles <br />from tables as quickly as possible. Mr. Thao replied that that was correct. <br />Blesener also noted that no bottles are to be taken by customers outside <br />the restaurant. <br />Montour asked if there were security cameras inside Bangkok. Thao <br />replied that there were not. The Council discussed this and the consensus <br />was that security cameras should be at the doors recording people coming <br />in and out of the establishment. The Administrator suggested that he ask <br />the Sheriff's Department for their opinion on the camera issue. Council <br />agreed. <br />Thao reviewed his final point that indicated that underaged people will <br />have wrist bands and will be asked to leave the restaurant by 8:00 p.m. He <br />also noted that troublemakers will be identified and not allowed to come to <br />the restaurant during entertainment hours. Montour asked for• more <br />clarification of when people under 21 must leave the restaurant. Thao <br />indicated that most special events end by 5 or 6 p.m. and underaged <br />children go home. He again indicated that he would announce that at 8:00 <br />p.m. all underaged children must leave. <br />Keis felt that if the Council felt Mr. Thao's plan was acceptable and the <br />licenses are renewed, that there should also be a 3 to 6 month review of <br />the license. Keis noted that the bottom line is that the City wants the <br />trouble to stop at the restaurant. Blesener pointed out that the City <br />Attorney has indicated that the City has the right to review the operation at <br />any time. He noted that the City's goal is to make Bangkok a successful <br />and trouble-free business. The City Attorney suggested that any license <br />conditions be put in written form and signed off on by Mr. Thao. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />
