MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JUNE 25, 2008 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 25th day of <br />June, 2008 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:15 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />Mr. Bill Blesener <br />Ms. Barbara Allan <br />Mr. John Keis <br />Mr. Mike McGraw <br />Mr. Rick Montour <br /> ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br /> TAC Member Mr. Tom Duray <br /> Ramsey County Mr. Jim Tolaas <br /> City Clerk Ms. Kathy Glanzer <br />RICE STREET Mr. Jim Tolaas, Ramsey County, appeared before the Council to give <br />TECHNICAL an update on the planning that the Rice Street Technical Advisory <br />ADVISORY Committee has done relative for the eventual reconstruction of Rice <br />COMMITTEE Street (County Road 47) from County Road B to County Road J. Tolaas <br /> reported that in planning the redesign of Rice Street, a Technical Advisory <br /> Committee was formed made up of each of the impacted cities. <br /> Representatives include elected officials, city staff members, and both a <br /> business and residential representative from each city. MN DOT and <br /> Metro Transit have also been called upon to attend meetings ad needed. <br />Tolaas began with a history of Rice Street and its turnover from the State <br />to the County. He noted that the street has been neglected for a number of <br />years given that it was not an important component in the State's roadway <br />system. Therefore, the State turned Rice Street over to the County given <br />the street would be more highly ranked in the County's roadway system. <br />Along with that turnback came some money from the State to improve <br />Rice Street. Tolaas reported that there has been delay in upgrading Rice <br />Street given the need to make improvements to the Highway 36 bridge and <br />the Rice Street bridge over 694. Tolaas reported that the 694/Rice Street <br />bridge improvements will not occur for a number of years. However, <br />funding has been appropriated by the State to do the engineering and <br />environmental work for the Rice Street bridge over Highway 36. Tolaas <br />estimated that along with the eventual reconstruction of the Highway 36 <br />bridge, Rice Street improvements will be included from Roselawn to <br />
