MINUTES <br />CITY COUNCIL <br />JUNE 25, 2008 <br />a 100-foot left turn lane, 2-foot curb and gutter and a 1-foot curb and <br />gutter. <br />Keis asked about the burying of powerlines along Rice Street. Tolaas <br />responded that the estimated cost to do so is $1.2 million per mile on each <br />side of the street. Tolaas did not feel it would be financially feasible to <br />bury all lines along Rice Street, but suggested it might be appropriate to <br />bury lines at selected intersections. Duray noted that most of the poles are <br />on the Roseville side of Rice Street. Tolaas indicated that the cost would <br />be a cooperative effort between the two cities. <br />Tolaas also indicated that Watershed standards require that the first inch of <br />runoff must be infiltrated as part of this project, noting the challenges to <br />do so. He indicated that a combination of rain water gardens, ponding, as <br />well as underground systems will likely be used to meet these standards. <br />Blesener pointed out that as part of the TAC discussions, it is evident that <br />Little Canada and Roseville have common ideas for the reconstruction of <br />Rice Street. <br />Tolaas reported on the need for 12-foot driving lanes given the widths of <br />commercial vehicles that travel Rice Street. He also reported that a typical <br />traffic growth projection is a 60% increase over a 20 year period. <br />However, given that Little Canada and Roseville are fully developed, this <br />projection may be high. In redesigning Rice Street, the County is trying to <br />design a street that will serve future traffic needs for the next 20 to 30 <br />years. He again reviewed the three-lane road section that is proposed <br />through Little Canada, but noted that afour-lane section is proposed over <br />Highway 36 up to County Road B-2. Tolaas reported that a sophisticated <br />traffic study and modeling requirement will be included in the RFP for the <br />Highway 36 study. <br />Keis asked if it would be possible to obtain more right-of=way width for <br />Rice Street. Tolaas indicated that the County tries to obtain additional <br />right-of--way as oppoi•Yunities arise. He also indicated that the County will <br />attempt to consolidate driveways, when possible. Tolaas commented on <br />the City's realignment of Viking Drive which was very beneficial in <br />eliminating an access point to Rice Street. <br />Allan noted the upcoming CVS development at the northeast corner of <br />Rice Sheet and County Road C. The City Administrator indicated that <br />City staff will compare the plan proposed with the TAC recommendation <br />for Rice Street. Compliance with the "CAC plan will be suggested. <br />Tolaas reported that the first section of Rice Sheet to be reconstructed <br />within Little Canada will be the bridge over Highway 36 extending as far <br />
