The <br />preliminary plat creates a new lot by combining the back of 580 and 588 County Road <br />62. It should be noted that the Williams pipelines are located within the street right-of- <br />way of Viking Drive adjacent to the development. We have discussed the City's pipeline <br />ordinance with the surveyor for the development and agreed that in light of the fact that <br />no pipeline easement or right-of-way specifically exists for the Williams pipeline, the 50- <br />foot setback would be from the street right-of-way for the new lot. That is the reason for <br />the 50-foot front yard setback shown on Lot 3 instead of the standard 30-foot setback. <br />Based upon our review we would offer the following comments. <br />Preliminary Plat <br />1. Drainage and utility easements should be provided around Lots 1 and 2 of <br />Block 1 per the detail and as shown on Lot 3. <br />2. The easement across Lot 2 for the sanitary sewer service for Lot 3 should be <br />twice as wide as it is deep and centered over the pipe. <br />3. The pipeline setback policy requires a minimum buildable area of 60 feet of <br />width by 60 feet of depth outside the setback. The current buildable area of <br />Lot 3 does not meet this criterion. <br />4. Current City standards require interior lots to be a minimum of 11,000 square <br />feet. As shown the lot is only 10,670 sf. Depending on how far the north lot <br />line of Lot 3 is moved, the lot could become a corner lot. The requirements <br />for a corner lot are at least 100 feet of width and 12,500 sf of area. <br />At the time of building permit application for construction on Lot 3 the City should require <br />that a grading plan be submitted for review and approval by the City to ensure no <br />drainage issues will be created with the new construction.
