MINUTES <br />CITY COUNCIL <br />JULY 22, 2015 <br />property tax levy. Hoffman then reviewed a Tax Rate Comparison <br />pointing out that Little Canada is at about 30% compared to just under <br />50% for the Statewide average and about 37% for Metro cities in the <br />population range of 5,000 to 9,999. <br />Other items of note reviewed by Knopik related to Governmental <br />Accounting Standards Board (GASB) No. 68 effective 2015 requiring <br />government entities to report a net pension liability for their allocation of <br />state -administered pension plans, the GASB No. 72 effective 2016 related <br />to fair value measurement and disclosures, and GASB Nos. 74 and 75 <br />effective in 2017 and 2018 related to modifications to OPEB standards. <br />Knopik again pointed out that the 2014 Audit provided the City with a <br />clean opinion and he reported that the City is financially stable. Keis <br />thanked the Auditors for their work as well as City staff for their <br />assistance in this process. It was noted that the full audit report will be <br />available on the City's web site. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-7-143 — ACCEPTING THE 2014 AUDIT <br />REPORT AS SUBMITTED BY CLIFTONLARSONALLEN, THE <br />CITY'S AUDITORS <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />DUPLEX The City Administrator reported that the next item on the agenda is <br />LAPSE OF the Roger Berres appeal relative to the lapse of duplex use for <br />USE APPEAL — property located at 2955/2957 Arcade Street. The Administrator <br />ROGER recommended that the Council act as the Board of Adjustments & <br />BERRES Appeals in considering this matter. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-7-144 — TEMPORARILY ADJOURNING AS <br />THE CITY COUNCIL AND CONVENING AS THE BOARD OF <br />ADJUSTMENTS AND APPEALS <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0).
