MINUTES <br />CITY COUNCIL <br />AUGUST 12, 2015 <br />Shearen would repay the City a portion of the cost of the course should he <br />leave the City's employee within a determined period of time. The <br />Administrator also suggested that some allowance be made for Shearen to <br />attend this course on work time. The Council was agreeable, and the <br />Administrator reported that he would bring the matter back to the Council <br />for formal action at its next meeting. <br />With regard to transition planning for the position of Parks & Recreation <br />Director, the City Administrator recommended that this evening's <br />workshop be continued until August 26, 2015 at 6:00 p.m. He suggested <br />that the Parks & Recreation Commission and representatives of the Little <br />Canada Recreation Association be invited to that workshop to provide <br />their input. The Administrator reported that the Department will provide <br />some history, summary of job duties, etc. for consideration. <br />The Parks & Recreation Director indicated that the department is putting <br />together information for the workshop. The Director felt that the City <br />needed someone in an administrative position to keep the department alive <br />and well. <br />Keis asked that an organization chart be prepared and submitted to the <br />Council. Torkelson requested that the chart include the primary duties of <br />each position and percentage of time spent. <br />With regards to the Parks & Recreation Department, Fischer asked that a <br />list of accomplishments be drafted spanning the time period of 2000 <br />through 2015. He also asked for information on how the department has <br />changed during that time and what its successes have been. <br />With regard to the City Clerk position, the Administrator stated that if the <br />Council is comfortable with replacing the position as a City Clerk, he <br />would like to advertise that position as soon as possible. The goal would <br />be to make an offer by the end of September and have the new employee <br />begin work by mid to the end of October. <br />Torkelson asked about the management of social media for the City. <br />The Administrator replied that at this point that task may go to Jagoe, but <br />depending on the skill set of the new City Clerk, social media could be <br />managed by that position. <br />The Council agreed that the position of City Clerk should be advertised. <br />5 <br />
