Hanson <br />The generator located on the west side of the building at 2925 Country Drive provides emergency power <br />for C.T. Title, Inc. Normal operating procedure is to exercise (operate) the generator at periodic times to <br />ensure it will operate in an emergency situation. When operating, the noise level produced by the generator <br />exceeds the acceptable levels in our Noise Ordinance (2801.040). The owner is currently exercising the <br />generator twice a month for 30 minutes. <br />As requested by the City Council, I have met with the property owners to develop screening and/or <br />enclosure options to reduce the noise levels for the residential neighborhood just to the west of the <br />generator. Based upon my observations, most of the generator noise is coming from the engine area that is <br />directly facing the residential neighborhood. I have discussed noise level reducing options with the <br />generator manufacture and the existing unit as installed has all of the noise level reduction options <br />available. Based on this, the only major noise reducing option available is construction a barrier between <br />1:he generator and the residential neighborhood. <br />Attached is a sketch of a sound fence developed by the property owner. The ten foot high fence is to be <br />conshucted of wood with 2 inches of rigid insulations inside. The lapped cedar board exterior should <br />protect the insulation from the sun. Also, the owner is proposing to install emerald arborvitae along the <br />residential side to help breakup the appearance of the fence. In addition, the owner is going to install a 90- <br />degree exhaust pipe on top of the generator that will direct exhaust noise away from the residential area. <br />It is staffls opinion that the proposed noise fence and exhaust modification will greatly reduce the noise <br />level being experience by the residential neighborhood. <br />Based on the above, staff recommends approval of the CUP for a special purpose fence serving as a <br />noise barrier. <br />Cc: Richard Biagini, FLAB, LLC <br />Patrick Daulton, C.I.
