Without the ability to find a hardship, planning staff cannot recommend approval of a
variance. The zoning ordinance does not permit an additional sign for corner lots, and
this parcel is not technically a corner lot in any case. If the City believes that the
additional sign is reasonable, an amendment should be considered, rather than a
variance. The applicant notes in the application materials that both the Arby's and the
Bally's buildings have three signs identifying their business locations.
Summan~ and Recommendation
Planning staff does not recommend the variance. As noted, variances require a finding
of hardship, and no such hardship is apparent in this application. If the City believes
that a third sign for this business would be appropriate, an amendment to the zoning
ordinance would be the preferred method, rather than variance.
pc: Kathy Glanzer
Steve Westerhaus
Lee Elfering
Greg Schroeder
Aldi Foods, PO Box 550, West Burlington, IA 52655
