MINUTES <br />CITY COUNCIL <br />AUGUST 26, 2015 <br />being discussed at the meetings. Berres felt that the cost estimates put <br />together by the Housing Resource Center were high. He also noted that he <br />has purchased materials from Menards and is waiting to get started on the <br />rehab project. Berres stated that he fails to see why he is sitting here this <br />evening versus getting to work on the project. <br />The Administrator asked Berres if he had any current quotes for the <br />needed work. Berres replied that he did not and was waiting until the City <br />told him he could proceed. <br />Keis asked Berres his position on the recommended escrow account. <br />Berres stated that he was opposed to giving his money to the City to <br />manage. Berres reported that his duplex is a business and he has treated it <br />as such. It is part of his retirement, and he should be getting the rehab <br />done so that he can generate rental income. Berres stated that he feels like <br />he is being taken advantage of. <br />Keis pointed out that the City wants to ensure that the rehab project is <br />successful. To ensure this success, Keis felt that some agreements need to <br />be put in place, there has to be follow-through, and the City needs to make <br />sure Berres has the resources necessary to complete the rehab. <br />Berres stated that this is a simple remodel job requiring sheetrock, <br />carpeting, etc. McGraw asked if Berres disagreed with the workscope <br />items identified by the Housing Resource Center. Berres again stated that <br />the project is a simple remodel necessary to meet Code requirements. <br />Berres again stated that the estimates are high. The Administrator asked if <br />Berres was in agreement with the workscope, but in disagreement with the <br />pricing. Berres replied that that was correct. Berres pointed out as <br />examples the pricing for toilet installation and a towel bar. The <br />Administrator noted that the pricing is estimated. <br />Berres disputed the City's position that he is in violation of the ordinance <br />that would cause his property to lose its duplex status. He reported that he <br />discussed this issue with City Attorney Chad Lemmons, and Berres <br />indicated that given he has always resided in one half of the duplex, the <br />structure has continued to be utilized as a duplex. Berres again indicated <br />his opposition to having the Housing Resource Group manage the rehab <br />project versus his managing the project and doing some of the work <br />himself. <br />Fischer asked if Berres was intending to do the electrical and/or plumbing <br />work. Berres stated that he will hire someone to do the electrical and <br />plumbing work. <br />7 <br />
