• Water & Sewer Funds (601 & 602 respectively) are still very tentative given we have only
billed two quarters of the year. The wet summer has held revenues on the water side down
again. Met Council Environmental Service charges (sewage treatment) are going up by
$55,523, but still well below where they were in 2013. As stated earlier this year, we will be
doing a rate structure analysis to see if we can make the rates a little less onerous on low
consumption users.
Our goal Wednesday night is to review the budget and then obtain your direction. You could decide
on a levy percentage you are comfortable certifying or direct staff to bring back more
recommendations and then have further discussion at our next meeting on the 23'd. Barring a special
meeting, we need a levy decision at that meeting.
As I'm sure you know, the preliminary levy we certify can be reduced, but it cannot be increased. As
in previous years, we will have additional workshops later this fall to refine the budget before
adoption in December. If you have comments or questions in the meantime, please let us know.
H:\S1ilronP\Budget 2016\2016 Preliminary Budget Memo - 9.04.15.docx
