This <br />nonconformity will not be affected by the subdivision. It should be noted that lots that <br />require platting (when 3 or more lots are being created), require 11,000 square feet of <br />area, and 85 feet of width. This requirement was adopted by the City a few years ago in <br />order to protect existing neighborhoods from over -development, but with the recognition <br />that lots platted many years ago carried an expectation for the smaller standard. Thus, <br />the applicable lot sizes were retained for those parcels. <br />The proposed subdivision will improve the conditions at 2937 Ontario Road, 2943 <br />Ontario Road, 2949 Ontario Road, and 2955 Ontario Road while maintaining adequate <br />lot area at 699 Labore. <br />Staff notes that the drainage and utility easement across the Ontario lots will now be <br />running through the middle of the rear yards of all four properties. This condition should <br />be subject to review by the City Engineer. <br />Staff is further notes that without agreement by each of the neighboring property <br />owners, the proposed subdivision could become a concern. It is important to make sure <br />that all parcels will be combined with their respective new parcels and that no <br />"orphaned" parcels are created as a result of this process. The applicant has submitted <br />signatures from all four property owners indicating their willingness to purchase the <br />property. The subdivision and re -combination actions should be structured to occur <br />concurrently. In this way, the subdivision will result in no new buildable parcels, nor any <br />new non -conformities. <br />Summary and Recommendation <br />The proposed subdivision at 699 Labore Road, along with the concurrent re- <br />combinations at 2937, 2943, 2949, and 2955 Ontario Road, meet the various <br />dimensional standards of the City's zoning ordinance. Subject to the following <br />conditions, planning staff recommends approval of the subdivision as proposed. <br />1. All property owners acquire their prospective parcel. <br />2.
