Hanson <br />TO: Mayor.Keis & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: October 23, 2015 <br />RE: Rice Street Bridge Over I-694 <br />At our Council meeting of July 22nd, I had mentioned the possibility of the County pursuing a <br />consultant to develop a concept design for the replacement of the above mentioned bridge (see <br />copy of minutes attached). As you know, this has been one of our goals for a number of years <br />now. The cities of Shoreview, Vadnais Heights, and Little Canada have been working with the <br />County to pursue funding for this bridge through legislative action given MnDot does not have it <br />in the foreseeable funding plan. The advantages of having a design concept now are to give <br />better cost definition to the project, to make it more "shovel ready", and to have a better idea of <br />how much of the former County garage site will be needed for the new interchange (this is due to <br />the repayment of funds related to the acquisition of the site by Shoreview a number of years <br />ago). <br />Yesterday, staff from the respective jurisdictions met to discuss the Request for Proposals needed <br />to select a consultant. The goal is to have a design concept and cost estimates ready for the 2016 <br />legislative session. The estimated cost for this work is $600,000 and the proposal is to split it' /2 <br />County and '/2 apportioned among the three cities based on impacted quadrants (Shoreview 'A, <br />VH '/, and LC '/ of the $300,000 amount.) As a result, we would need to commit to up to a <br />$75,000 expenditure. This money would be applied to our respective share of costs when the <br />project finally proceeds. <br />The County will be presenting a formal agreement documenting this relationship, but I wanted to <br />make sure you are on board with this before it gets too far along. From my perspective, I believe <br />it will give us the best chance of obtaining funding through the legislature, but that is far from <br />guaranteed. <br />
