Level Playing Field Franchise Fees • CenturyLink required to pay a franchise fee of 5% of its Gross Revenues. See Section 8, para. 3 (Identical to Comcast Franchise commitment). Public, Educational, and Governmental Access Requirements • Number of Access Channels. CenturyLink will provide 16 Access Channels. See Section 6, para. 1(b) (comparable to number of Access Channels as Comcast). • Format of Access Channels. CenturyLink will provide all 16 Access Channels in HD if the City sends them in HD format. See Section 6, para. 1(b) (Exceeds Comcast's commitment. Comcast will provide one Access Channel in HD). • Electronic Prograrmning Guide, CenturyLink will provide EPG capabilities to each member city. See Section 6, para. 1(b)(2) (Similar to Comcast, but Comcast does not provide EPG for Government Channel). • Channel Placement. CenturyLink will make all Access Channels accessible at Channel 15 through the "North Suburban Mosaic." The Access Channels will be physically located at 8010-8025. See Section 6, para. 1(b)(1) (Comcast has no mosaic and is required to have all the HD Access Channels located near the broadcast channels). • Public Service Announcements. CenturyLink will allow the NSCC to air PSAs on non -Access channels during periods of unsold/unused air time. See Section 6, para. (b)(4) (Comcast has no such commitment). • Video On -Demand. CenturyLink will provide 25 hours of VOD per member city for a total of 225 VOD hours. See Section 6, para. 1(b)(7) (Exceeds Comcast's PEG commitment). • PEG Support. CenturyLinlc will pay a PEG Fee in support of the Access Channels of $4.15 per subscriber per month with provisions for CPI adjustments. See Section 6, para. 4 (Equal to the amount of PEG funding Comcast passes through to its subscribers). Area Served • The Franchise Area is the entire boundary of each member city. See Section 2, para. 7 (Identical to Comcast Franchise). Complimentary Internet to Community Center • CenturyLink will provide wi-fi enabled internet service to one location within each member city, preferably a community center. It will be commercial grade service at the highest speed capable at the location. 2
