MINUTES <br />PLANNING COMMISSION <br />APRIL 8, 2004 <br />I{eis asked about the proposed holding pond. Howe reported that he is <br />working with the City Engineer to determine if the holding pond can be <br />eliminated and the pond utilized that is at the west end of Yorkton. The <br />Engineer is currently determining whether or not the pipe is big enough to <br />carry the storm water from the Hidden Acres proposed development. <br />Duray asked what the benefit would be to eliminating the pond. Howe <br />reported that some of the neighbors have expressed concern that the pond <br />would be an attractive nuisance for the children in the neighborhood. If <br />the pond can be eliminated, it will be. Howe noted, however, that the <br />number of proposed lots would remain the same. <br />Barraclough noted that there appears to be only 6 inches of grade <br />differential from the back of the lots to the front. Howe reported that that <br />is correct. He noted that originally a swale was proposed at the back of <br />the lots. Given the neighborhood's desire to save trees, the swale has been <br />eliminated. <br />I{eis noted the poor condition of Condit Street and asked the City's plans <br />to upgrade the street. The Deputy Clerk indicated that the City is planning <br />a future improvement of Condit Street. However, additional street right- <br />of-way will have to be acquired as part of a road improvement project for <br />Condit. <br />The City Planner pointed out that both Burke Lane and Yorkton Ridge are <br />non-conforming in that they exceed the maximum length allowed for a <br />cul-de-sac street. The Planner pointed out the public safety issues that <br />exist with Burke Lane and Yorkton Ridge in the event that access into one <br />of these streets is blocked. The Planner noted that when Yorkton Ridge <br />was constructed, a stub was installed showing the future looping of the <br />streets in the area. He explained that the City looks for two ways in and <br />out of a neighborhood to ensure ease of access for emergency vehicles. <br />The Hidden Acres plat would connect Burke Lane and Yorkton Ridge and <br />provide a second access to each neighborhood. <br />Linda Lucas, Yorkton Ridge, reported that she was opposed to the road <br />layout as proposed in the Hidden Acres plat. She noted that there are 28 <br />children living on Yorkton Ridge and there is no place for these children <br />to play other than in the street. There are not parks, playgrounds, or <br />walking paths in the neighborhood. Lucas noted that there is a path on the <br />Water Works property, but Yorkton Ridge does not have access to that <br />path. Lucas felt that the added traffic from the 11 homes that are proposed <br />will be a safety issue for the Yorkton Ridge neighborhood. She also felt <br />that the proposed pond would be an attractive nuisance, especially since <br />the children in the neighborhood have no place to play. Lucas felt that the <br />-4- <br />
