Green Company <br />November 6, 2003 <br />File: 803950) <br />Honorable Chair and Planning Commission <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117-1633 <br />RE: VALOR ENTERPRISES <br />CITY OF LITTLE CANADA <br />Dear Planning Commission Members: <br />As requested, we have reviewed the drainage for the Valor Enterprises site as it relates to the ability <br />to use the rear portion of their property. The site is located in the Ryan Industrial Park and lies west of <br />Spruce Street and east of the Saint Paul Water Works property. It is our understanding from the <br />Planning Commission meeting minutes and discussions with the owner; they feel the water problem is <br />due to the business area along Woodlyn Avenue. <br />During a site visit, standing water was present within the Valor Enterprises site. However, most of the <br />ponding water was near the middle of the backyard area and no water was seen standing along the <br />west fence line. At the time of the site visit there was a small amount of water discharging onto the <br />Saint Paul Water Works property from the catch basin outlet at the end of Woodlyn Avenue. While <br />there was standing water in areas within the Water Works property the two low areas within the Water <br />Works property adjacent to the Valor Enterprises site were dry, and there was no water entering onto <br />the Valor Enterprises site from the west. These conditions indicate that while it may be possible for <br />water from the west to enter the site during heavy rainfalls, a majority of the water problem is due to <br />water that falls on the property itself. <br />Based upon our review, we would recommend that the back lot of Valor Enterprises be graded to <br />direct runoff from the middle of the lot to the outer edges and ditches created to hold and convey the <br />water to the very back of lot similar to that done by the bus company directly north of the Valor <br />Enterprises lot. If it is felt that water from the west is still impacting the property a small berm could be <br />placed along the west fence to impede water from the Water Works property entering onto the site. <br />If you have any questions regarding these comments, please feel free to call. <br />Sincerely, <br />Howard R.
