MINUTES
PLANNING COMMISSION
DECEMBER 9, 1999
wait for a day or two until replacement parts are received. The
storage of vehicles would be screened.
Keis asked about compliance with the recommendations of the
Zoning Administrator for cleaning up the property.
Petersen reported that they are agreeable to all the conditions
recommended. However, they did have an issue with the 30
required parking spaces, and felt this number was excessive for
their needs.
The Zoning Administrator pointed out that the recommendation is
based on the City's ordinance for an auto-related business, which
uses both the use and the size of the building in determining
required parking. The applicant has the option of going through
the proof-of-parking process as provided by Code.
The City Planner reported that parking requirements for auto-
related businesses are based on the past experience that the City
has had with these types of businesses. The proof-of-parking
process could reduce the requirement, while retaining the City's
ability to impose full requirements in the future if the need for the
additional parking becomes apparent. However, proof-of-parking
process requires application for a CUP.
Peterson noted that all the parking of their vehicles for sale will
occur in the storage area and not in the required parking area.
There are currently five employees of the business. Therefore, five
spaces would be required for these employees as well as some
additional for customers, delivery vehicles, etc. Peterson
suggested that the 14 paved parking spaces that already exist on
the site would be more than adequate.
Kraemer asked about compliance with the recommendations of the
City Planner and Zoning Administrator. Lori Peterson reported
that some of the issues will be addressed by Valor Enterprises and
some will be addressed by Dan Sebesta, who currently has a
contract-for-deed on the property. Peterson reported that Mr.
Sebesta has already made efforts to clean up the site and is
continuing to do so.
The Commission decided to first act on the Conditional Use Permit
for the open and outdoor storage.
13
