MINUTES <br />PLANNING COMMISSION <br />MAY 13, 2004 <br />Engstrom replied that run-off comes down County Road B-2 as well as <br />from the south between his property and the Lindquist property as well as <br />between his property and the Gardenhier property. Engstrom noted that <br />there is a great deal of sand that washes down from the south. <br />Knudsen pointed out that the properties across the street are located in a <br />flood zone, and there is a lot of water washing down the hills from the <br />south as well as from the east and west. <br />Engstrom pointed out that the area where Lot 1 is proposed was a bog <br />area. He expressed concern that to build a house on that lot would require <br />pilings, which would result in a great deal of vibration for the neighboring <br />houses when they are installed. <br />Jack Zitzer, 2355 Greenbrier Circle, reported that when it rains, the lake <br />comes up into his yard. Zitzer was concerned that the development of <br />these additional homes would increase this problem. Zitzer asked the <br />value of the proposed homes. DeBennet estimated the value at over <br />$300,000. <br />Zitzer asked how the proposed lot sizes compared to existing lots in the <br />area, DeBennet replied that there were lots in the area of similar size. It <br />was noted that the lot sizes meet the City's minimum standards. <br />Zitzer felt that the density proposed was too high. <br />Len Pearson, 651 County Road B-2, indicated that drainage is the number <br />one problem in this area and felt that the addition of ] 2 homes would have <br />a tremendous impact on drainage. Pearson felt that before action is taken <br />on the Preliminary Plat, the developer should have to prove that drainage <br />has been addressed. Pearson noted that the loss of the trees on this <br />property will also impact drainage, as these trees take up a lot of moisture. <br />Pearson felt that the density proposed was too high, and expressed concern <br />about serving this number of homes on a cul-de-sac. Pearson suggested <br />that the road be looped through to Viking Drive to mitigate the traffic <br />impact on Cowuy Road B-2. Pearson reported that there is a tremendous <br />amount of traffic on County Road B-2. <br />Mugs Nardini, 675 County Road B-?, requesting copies of the City <br />Planner's and City Engineer's reports. Nardini agreed that storm water <br />was a great concern in this area. She questioned the ability of the County <br />Road B-2 lift station to handle the increased capacity, and asked that an <br />evaluation of that issue be done. Nardini compared County Road B-2 with <br />a racetrack, and suggested that a stop sign was needed to control traffic <br />speeds. Nardini felt that there would be increased noise from Highway 36 <br />-15- <br />
