MINUTES <br />PLANNING COMMISSION <br />AUGUST 12, 2004 <br />Planner indicated that it was his feeling that this is the appropriate density <br />for this property versus the ll units proposed. He noted that there may be <br />some advantage to developing the property with a private street and <br />clustering the units. <br />Duray asked how much grading of the site would be necessary. Mr. James <br />indicated that the development would work with the natural slope of the <br />property and he did not believe a tremendous amount of grading would be <br />necessary. <br />James indicated that it would not be economically feasible to develop the <br />property with only 5 or 6 m~its. He felt that clustering the units would not <br />gain anything. James noted that the proposed townhomes would likely be <br />occupied by empty nesters and seniors and would aI( be owner-occupied. <br />As a result, there would be very little traffic generated from this <br />development. <br />Knudsen asked if the City Planner was recommending 5 to 6 units of <br />townhomes or single-family homes. The'~Plauner replied that either would <br />be possible. The Planner indicated that in considering the area, he felt it <br />was the density issue that was most important. <br />John Wheaton, Ruth Street, questioned why access for this development is <br />proposed at Old County Road C versus County Road C. Wheaton pointed <br />out the traffic concerns in the area of 01d County Road C and 'Ruth Street. <br />James replied that access onto County Road C would be too close to the <br />railroad tracks. <br />Greg Saiko, Stark Sheet, agreed that there were traffic problems at Old <br />County Road C and Ruth Street and felt that access was more appropriate <br />at County Road C. The City Planner stated that it was his understanding <br />that Ramsey County would not allow access via County Road C. <br />James again noted that empty nesters and seniors will generate little <br />traffic. <br />Steve Davison, resident of the area, agreed that there were traffc problems <br />at Old County Road C and Ruth Street and felt that the intersection would <br />have to be upgraded if access from this development is directed toward <br />Old County Road C. <br />Wally Tereau, 75 Old County ,Road C, indicated that the tra{J'ic problems <br />are coming from the 4-1>lexes on Ruth Su eet, and that the traffic from this <br />proposed development would not worsen the existing condition. Tereau <br />suggested that Old County Road C could be made none-way road. <br />-7- <br />
