MINUTES <br />CITY COUNCIL <br />SEPTEMBER 9, 2015 <br />RAMSEY Ramsey County Sheriff Matt Bostrom, along with Chief Deputy Jack <br />COUNTY Serier and Information Officer Randy Gustafson, appeared before the <br />SHERIFF Council to provide an annual report on the Ramsey County Sheriff's <br />MATT Department. Bostrom began with an explanation of the duties of a Deputy <br />BOSTROM versus Police Officer. Bostrom indicated that a Police Officer has arrest <br />authority within the city that he/she serves. A Deputy has arrest authority <br />within the entire county that he/she serves as well as serves warrants for - <br />the county. Bostrom noted that in the case of the Ramsey County <br />Sheriff's Department, the Department provides policing services for those <br />cities that do not have a police department. The Patrol Division of the <br />Ramsey County Sheriff's Department serves approximately 75,000 <br />people. Bostrom also noted that under the MN Constitution, a county <br />sheriff is an elected position. Bostrom reported that other services that the <br />Sheriffs Department provides includes detention services <br />Bostrom then reported on some events that the Sheriff's Department has <br />coming up. One is "Coffee With A Cop" that will be held on October 7th <br />from 2 p.m. to 4 p.m. at the Caribou on Rice Street at 694. He also noted <br />that the President recently put together a vision of what policing might <br />look like in the future. Bostrom noted that the MN Sheriff's Association <br />is reviewing this document and working to personalize it for the State of <br />MN. Another program that the Sheriffs Department is very proud of is its <br />Explorer Program that allows youth ages 14 to 21 to participate in law <br />enforcement activities. Bostrom indicated that this is also a good <br />recruitment tool for the Sheriff's Department. <br />Bostrom reported that at the detention center improvements have been <br />made in the ways that those individuals being held in that facility can <br />communicate with friends and relatives. These include a secure and <br />monitored email system, voice mail, and video visiting. <br />Bostrom also encouraged those with unused prescription drugs to bring <br />those into the Sheriff's Department for disposal. This can be done at the <br />main location at 425 Grove Street between normal business hours as well <br />as at the patrol station at Hamline and Highway 96. Bostrom indicated <br />that this is a way for citizens to help prevent access to prescription drugs <br />which can lead toheroin use. <br />Another upcoming event is the Sheriff's Department Fright Farm held on <br />Fridays and Saturdays in October at the Ramsey County Fairgrounds. <br />Proceeds from this event help support youth initiatives within the Sheriff's <br />Department. <br />2 <br />
