Hanson <br />On Wednesday, November 3, 2004, city staff, Bill Blesener, Barb Allan, a representative from the <br />Minnesota Pollution Control Agency, and Clarence Bnihn met at Precision Tree to review the <br />alternative heat source emissions and the modifications made by Mr. Bruhn. <br />The representative from the PCA indicated that the alternative heat source was in compliance with their <br />guidelines for opacity emissions (20% is the PCA maximum). That is the clarity of the smoke being <br />emitted from the smoke stack. He indicated that Precision Trees unit was at about a 10% of opacity <br />level Mr. Bluhn has also installed an additional blower on the alternative heat source that will push the <br />smoke out of the stack. This is another measure that Precision Tree has taken to try and reduce <br />emissions and odor. <br />As for the odors, the PCA representative indicated that this is purely a subjective test. The MPCA does <br />not currently test odor nuisances. In the past, testing meant a group of individuals smelling the soLlrce <br />and neighboring areas to determine the nuisance level. He had no connnent on the odor level of the <br />alternative heat source. He did comment that weather patterns can dramatically affect the odor level. <br />We experienced excellent weather when we were present. City staff did periodically notice a strong <br />smoke smell even under those conditions. <br />
