create a peculiar hardship distinguishing this parcel from others in the B-3 or PUD
District along Rice Street. The ordinance maximum of three signs for a corner lot (one
freestanding and two wall signs) should be enforced.
With regard to the Architectural Guidelines, the proposal calls for the addition of the
signs, and painting of the structure. There do not appear to be any issues in this
regard, assuming that the sign regulations are adhered to.
Summary and Recommendation
Planning staff does not recommend the variance. The sign regulations permit one sign
per street frontage, plus one freestanding sign. Variances require a finding that a
hardship is present that interferes with putting the property to reasonable use. No such
hardship is evident in this case.
With regard to the architectural guidelines, the permit should be unnecessary assuming
adherence to the sign regulations. The applicant should provide dimensions of all signs
and dimensions of the building as a part of any sign permit application.
Pc: Kathy Glanzer
Steve Westerhaus
Lee Elfering
Greg Schroeder
Patrick Nickleson, 3006 Rice Street, Little Canada, MN 55113
