MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JANUARY 2G, 2004 <br />Pursuant to due cal] and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 26thday of <br />January, 2004 in the Council Chambers of the City Center located at 51 S <br />Little Canada Road iu said City. <br />Mayor Michael I. Hanson <br />Mr. Jeremy Brodin <br />Ms. Kathy Glanzer <br />UNWEAVE Mayor Fahey opened the public hearing to consider the construction <br />THE timeline, project details, and City cost participation for the Unweave <br />WEAVE The Weave project. Fahey noted that municipal consent is required for the <br />project. If municipal consent is not granted, MN DOT will have to <br />proceed with an appeal process before commencing work. Fahey pointed <br />out that a neighborhood meeting was held on January 6'~' to discuss the <br />project. A number of issues were identified at that meeting and as part of <br />previous Council and staff discussions. These include the amount of City <br />cost participation in various project components, traffic mitigation and <br />rerouting, increased law enforcement costs to the City, the need for <br />additional landscaping and upgraded freeway bridge railing. <br />Frank Paflco, MN DOT, appeared before the Council to review the <br />Unweave the Weave project, which is the interchange reconstruction of <br />694 and 3SE. Pafko reviewed the project limits and details. The project <br />will consist of the reconstruction of pavement, the doubling of capacity to <br />six lanes in each direction, taking out traffic movement weaves, <br />reconstruction of the Edgerton and LaBore bridges, drainage <br />improvements, and the installation of sound walls. Total project costs are <br />
