MINUTES <br />CITY COUNCIL <br />JANUARY 2G, 2004 <br />again explained that the County Road E/Highway 61/694 route will be the <br />designated detour, aa~d noted that MN DOT can only spend highway <br />dollars on official detours. <br />Paflco reported that MN DOT will construct a number of noise walls as <br />part of this project where the standards are met. Standards involve the <br />degree of reduction in noise as well as cost effectiveness. Pafko reviewed <br />proposed wall locations and noted that there are two gaps along County <br />Road D east of Edgerton Street. The first gap will remain given that this is <br />a business area. The second gap is being evaluated for cost effectiveness <br />given there is a 10-inch gas line in this area. MN DOT is evaluating <br />whether or not the wall can be constructed without unusual construction <br />methods. Paflco pointed out the proposed two small wall sections along <br />Country Drive, and also reported that additional wall sections have been <br />added along 35E south of Little Canada Road to Highway 36. <br />Pafl<o reported that MN DOT will be doing landscaping along noise walls <br />bridge ramp areas, and in interchange areas. Approximately 1% of <br />roadway construction costs can be used for landscaping. Landscaping <br />would be done in 2008 after project construction is complete. Blesener <br />asked if landscaping would occur on both sides of noise walls. Pafko <br />replied that MN DOT would consider this. <br />Drainage was reviewed next with Pafko reporting that MN DOT will take <br />the current rural ditch system and upgrade to an urban drainage system. <br />Drainage improvements will extend beyond just the freeway system, <br />including Cowtty and City drainage improvements as well. Therefore, the <br />cost of drainage improvements will be allocated between the State, County <br />and City. Costs to Little Canada will come primarily from drainage <br />improvements in the area of Edgerton and County Road D. MN DOT will <br />be working from now until April on these allocations, and would hope to <br />have City approval by mid-May. Some preliminary estimates have <br />already been provided to the City. Pafko noted that approximately I S <br />ponding areas are being provided as part of the project. Easements will be <br />rewired for four of these ponding areas, one of which will be from the <br />City of Little Canada. <br />Pafl<o reported that MN DOT must gain municipal consent from cities <br />based on any one of the following three criteria: <br />*If a project charges access (not applicable for this project); <br />'`If MN DOT must purchase permanent right-of--way (applicable); <br />"If MN DOT is adding highway capacity (applicable). <br />After the public hearing being conducted this evening, the City has 90 <br />days to either graut municipal consent, not grant consent, or grant consent <br />with conditions.
